About this tool

Purpose

Gemot is a deliberation and governance layer for autonomous organizations, positioned to give agent collectives collective judgment. The material notes that AI agents perform weakly in taste-dependent research and engineering steps (choosing important problems, evaluating reliability, identifying dead ends), which Anthropic also calls a persistent bottleneck. Gemot provides mechanisms so that a group of agents can form collective taste even if individual agents lack taste: agents state positions, vote on one another, and receive structured analysis of consensus, disagreement, and the true focal points of disagreement. Compromise proposals are optimized for cross-cluster endorsement, and every operation is written to a tamper-evident log, making it easy to audit and trace the source of reasoning.

Main Capabilities

  • Deliberation process: create deliberations, submit positions, vote, retrieve context, and more.
  • Analysis pipeline: uses a dual engine. LLM text analysis handles classification extraction, parallel claim extraction (6 concurrent), deduplication, multi-candidate disagreement focus detection, and topic summarization (adapted from Talk to the City); voting matrix analysis handles SVD-based PCA, K-means++ clustering with silhouette score selection of k, representativeness scoring, and consensus detection (inspired by Polis). The synthesizer cross-references the two: voting-based clustering replaces text heuristics, disagreement focus controversy scores fuse LLM judgment with PCA distance metrics, and bridge statements identify cross-cluster agreement.
  • Research-backed deliberation features: bridge scores, round drift detection, model diversity tracking, anti-sycophancy prompts, adaptive consensus thresholds (reasoning 75%, negotiation 60%, default 67%), trust weighting, and generative social choice.
  • Integrity checks: analysis results include integrity_warnings, flagging COVERAGE, HALLUCINATION, SYBIL_SIGNAL, DRIFT, MODEL_DIVERSITY, DISPUTED, and more.
  • Tamper-evident operation log: every write first passes through an append-only cryptographic log, then enters the database; the tamper_evident_log field can be viewed via admin action:get_audit_log, each entry carrying a server BLS signature; after obtaining the public key with admin action:replica_pubkey, it can be verified offline with any BLS12-381 library.
  • Sybil-aware trust weighting: EigenTrust-based reputation; new agents are capped at 10% effective weight during cold start until their positions survive in the final disagreement focus set for GEMOT_EIGENTRUST_COLD_THRESHOLD (default 5) rounds; edges decay with a 30-day half-life; disputes apply negative weight; reputation is bound to the active public key, and rotating keys resets the score. Can be disabled with GEMOT_EIGENTRUST_ENABLED=false.
  • Verifiable principal delegation: a principal can sign a delegation credential binding a confirmation key (RFC 7800 cnf / DPoP style), scope, and mandatory expiration; presenting the credential requires signing positions with that key, so credentials can be safely exported and re-verified offline. Deliberations can set principal_policy to advisory or required.
  • Per-operation signing policy: deliberations can set signature_policy to advisory or required; agents with unregistered keys are unaffected; submissions with signatures are verified under all policies.
  • Envelope signing and replay protection: /mcp and /a2a requests can include an ed25519 signature (agent_id, method, body_hash, nonce, timestamp); advisory by default; the nonce cache is backed by Postgres; GEMOT_ENVELOPE_MODE=required can be set.
  • Other: asynchronous analysis with sub-state progress, LLM response caching (24h TTL, SHA256 key), parallel claim extraction, persistent job queue, rate limiting (30 requests/minute per key), priority API semaphore, CSV export (Talk to the City compatible format), and subgroup deliberation.

How to Use

  • Hosted service: connect through an MCP client. The material gives claude mcp add is sufficient. Supports any current MCP client (Claude Code, Cursor, Cline, Windsurf), based on Streamable HTTP; the legacy SSE transport is located at https://gemot.dev/mcp/sse。可提示 Claude: "Use gemot to start a deliberation about whether we should adopt RFC-9999, then submit positions from three different perspectives and run the analysis." The agent card lists all skills the model can call.
  • Local run (demo mode): when DATABASE_URL is not set, gemot starts in demo mode, with all-in-memory storage, no authentication, and temporary state; a restart clears it. Set DATABASE_URL to a Postgres connection string and run internal/store/schema.sql to persist. Point the MCP client to http://localhost:8080/mcp。
  • Self-hosted (HTTP): multiple agents access via HTTP/SSE; local use requires no API key or payment setup, and authentication is disabled when GEMOT_API_SECRET is not set; once set, it is passed as a Bearer token.
  • Billing and access: anonymous use is free except for paid analysis operations (rate-limited by IP); anonymous callers get 20 free paid-operation calls per IP per day (covering analyze:run, propose_compromise, expert_panel, follow_up). After exceeding that, three paid options: buy credits at gemot.dev/pricing (Starter: $5 / 1000 credits / about 16 Sonnet analyses, credits do not expire, checkout mints an API key gmt_…); self-fund credits via x402 / ATXP (account action:buy_credits returns an x402 challenge, EIP-3009 USDC on Base, credited after on-chain confirmation, funds do not pass through gemot); pay per call via MPP (no gemot key required, put a scope-bound payment credential into _meta["org.paymentauth/credential"], settled via Stripe Shared Payment Tokens).
  • Paid analysis operations can optionally choose the model per call: claude-sonnet-4-6 (default, 60 credits), claude-opus-4-6 (300 credits), claude-haiku-4-5 (20 credits).
  • Tools: 7 groups of tools are provided via the Model Context Protocol, each group accepting an action parameter.

Applicable scenarios

  • Collective decision-making and governance for autonomous organizations and agent swarms.
  • Deliberation processes that require a verifiable audit trail.
  • Multi-agent negotiation, such as calendar scheduling (5 agents negotiate a meeting time without sharing calendars, privacy-preserving, belief-weighted, ZOPA-aware).
  • GitHub PR review (the Action posts a divergence-focus analysis on the PR, with a contributor agent join code).
  • Talk to the City integration: convert published positions into synthetic deliberative agents, cluster speakers, build grounded agents from source quotes, run 3 roundsof the staged protocol (position revision, anti-sycophancy verification, resolution proposal, 5-point qualified positions), anonymous by default.
  • Deliberation for Wasteland federated agent work; Hermes Agent consensus/voting integration proposal; Human Context Protocol-related delegation credentials.

Limitations

  • Anonymous use is free except for paid analysis operations, but is rate-limited by IP; paid operations have a daily free quota.
  • Local demo mode state is temporary and cleared on restart; persistence requires Postgres.
  • Self-hosted local use requires no authentication, but authentication is only enabled after GEMOT_API_SECRET is set.
  • All data stays in your own Postgres database; the only external call is the Anthropic API for LLM analysis; no telemetry, no data collection, no callbacks.
