Purpose
gov-transparency-mcp provides nine MCP tools based on official U.S. government data, for monitoring congressional stock trades, federal contract awards, campaign finance, lobbying disclosure filings, and new regulations. Its goal is to turn congressional trading data, which is usually sold by commercial trackers as a monthly subscription, into pay-per-call, structured JSON for AI agents.
Main Capabilities
- Query congressional (currently the U.S. House of Representatives) stock trade disclosures, with data parsed from PTR PDF source files.
- Query federal contract awards, with data from USAspending.gov.
- Query campaign finance, with data from the Federal Election Commission.
- Query lobbying disclosure filings, with data from the Senate Lobbying Disclosure Act database.
- Query new regulations, with data from the Federal Register.
- Query Congress.gov-related data.
- Provide endpoint specification tools such as get_endpoint_spec.
All data is from official public-domain sources. Queries are billed per call at $0.005–$0.02, paid in USDC on Base mainnet. No account, API key, or subscription is required.
Usage
Environment requirements: Node.js 20+, and a Base wallet dedicated to low balances and funded with USDC. Set the environment variable WALLET_PRIVATE_KEY to the private key of a dedicated low-balance wallet. get_endpoint_spec can be used without a wallet.
Each call makes an ordinary HTTP request; the server returns 402 Payment Required with the exact terms; the client signs a USDC transfer authorization (EIP-3009) and retries; the settlement transaction hash is returned in the response's _payment field. Atomicity: no payment, no data; no data, no payment.
Security constraints: the server refuses to sign for recipients other than the two Utility Grid wallets, refuses networks other than Base mainnet, refuses assets other than USDC, and refuses amounts above the caps ($0.02 per call, $10 per session). The environment variables X402_MAX_PRICE_USD and X402_SESSION_BUDGET_USD can only lower the caps. Requests are same-origin, 60-second timeout, maximum 2 MB, and do not follow redirects.
Applicable Scenarios
Suitable for [cases that] need to obtain U.S. government transparency data as structured JSON AI agents, for on-demand queries of congressional trading, contracts, campaign finance, lobbying, and regulatory information, without a subscription or account.
Limitations
- Trade disclosures lag trades by up to 45 days; this is the legally required reporting window, not data latency.
- Current trade coverage is limited to the U.S. House of Representatives; the Senate is planned.
- Paper-filed disclosures are indexed with PDF links but are not parsed into row data.
- Requires Node.js 20+ and a wallet with a Base mainnet USDC balance.
- The code is MIT licensed, code only; the underlying government data is public domain.
