用途
write-a-skill 用于创建新的智能体技能（agent skill），目标产物是结构规范、便于渐进式披露并附带必要资源的技能定义。当用户想要创建、编写或构建一个新技能时，可使用该技能。

- 使用第三人称；先说明功能，再写 “Use when [触发条件]”；不超过 240 字符。
