Deliberative Alignment is an important technical advancement by OpenAI in improving the safety of AI models. By directly teaching models safety specifications and training them to explicitly recall the specifications and accurately execute reasoning before answering, Deliberative Alignment improves model safety while reducing dependence on human-annotated data. This method has shown significant results in internal and external safety benchmark tests, providing a new direction for AI model safety training. With further testing and application of the o3 series models, we can expect greater progress in the safety and reliability of AI technology.

What is Deliberative Alignment

Deliberative Alignment is a new training method proposed by OpenAI, aimed at improving the safety and reliability of large language models. This method combines process-based and outcome-based supervision to directly teach models safety specifications, training them to explicitly recall and accurately reason about these specifications before answering. This method enables models to use Chain-of-Thought (CoT) reasoning to examine user prompts, identify relevant policy guidance, and generate safer responses. In short, Deliberative Alignment is a method for improving the safety and reliability of AI models by directly teaching and reasoning about safety specifications.

How Deliberative Alignment Works

Data generation begins with a series of prompts related to safety categories (e.g., pornography, self-harm). For each (prompt, category) pair, safety specifications related to the safety category of that prompt are written, including the content and style that are not allowed. By prompting a reasoning model Gbase without knowledge of the safety specifications, and providing the relevant safety specification text, (CoT, output) completion pairs are collected, and these completion pairs cite our policy in the Chain-of-Thought (CoT). Filtering uses a "judge" reasoning model GRM (which is also prompted with our specifications) to select high-quality completion pairs. The specifications are then removed from the prompts, yielding a series of (prompt, CoT, output) tuples.

Supervised Fine-Tuning (SFT): after filtering the completion pairs, this data is used to perform supervised fine-tuning training on Gbase. The model learns to complete prompts in a specification-compliant way by citing the policies referenced in its CoTs. In the RL stage, for safety-related prompts, we again use our "judge" model GRM to provide additional reward signals. The model has access to our safety policies. What is unique is that it directly teaches the model safety specifications, training the model to explicitly recall and accurately reason about these specifications before generating responses. In this way, deliberative alignment can improve the model's precise adherence to safety policies without requiring human-written chains of thought or answers. By simultaneously increasing robustness to jailbreak attacks and reducing the over-refusal rate to push the Pareto frontier, it improves out-of-distribution generalization.

Main Applications of Deliberative Alignment

  • Improving Model Safety: Deliberative Alignment improves model safety by directly teaching models safety specifications and requiring them to explicitly recall and execute these specifications before answering questions. For example, when handling potentially harmful requests, the model can identify these requests through reasoning and refuse to answer according to built-in safety policies.
  • Reducing Over-refusal: While improving safety, Deliberative Alignment also solves the problem of models over-refusing legitimate requests. Models trained with Deliberative Alignment can more accurately judge the nature of requests, and while refusing harmful requests, they will not excessively restrict users' legitimate queries.
  • Improving the model's reasoning ability: Deliberative alignment not only improves the model's safety but also enhances the model's reasoning ability. Deliberative alignment can effectively improve the model's reasoning and problem-solving abilities in complex tasks.
  • Adapting to different computational resource requirements: Deliberative alignment also takes into account different users' needs for computational resources. The o3-mini model provides adjustable reasoning time settings, allowing users to choose an appropriate reasoning level based on the complexity of the task and resource constraints.
  • Supporting multilingual and unstructured input: Models trained with deliberative alignment not only perform well in English processing but can also handle other languages and unstructured input, such as encrypted information. This generalization ability means that the model can maintain its safety and effectiveness in more diverse environments.

Challenges faced by deliberative alignment

  • Defining and understanding "human will":The core goal of deliberative alignment is to make the behavior of AI systems consistent with human will. However, human will is complex and changeable, and there are significant differences among different cultures, societies, and individuals. In addition, human values change over time, which makes it extremely difficult to capture and define a generally accepted "human will."
  • Complexity of technical implementation: Deliberative alignment requires AI systems to carry out complex reasoning processes before making decisions. This not only requires AI systems to have a high degree of reasoning ability but also requires them to be able to understand and execute safety specifications.
  • Over-refusal and erroneous refusal: While improving safety, deliberative alignment may cause models to over-refuse legitimate requests. In addition, models may incorrectly accept or refuse certain requests, which affects user experience and model reliability.
  • Computational resource requirements:Deliberatively aligned models, such as the o3 series, require substantial computational resources to perform complex reasoning processes. This not only increases costs but may also limit the scalability of the models.
  • Safety and ethics: Deliberative alignment needs to ensure that the behavior of AI systems is not only safe but also complies with ethical standards. This requires AI systems to be able to identify and handle potential ethical issues, which is a complex and continuously evolving field.
  • Adversarial attacks and misuse: Deliberatively aligned models may face adversarial attacks, and attackers may attempt to manipulate the model to produce harmful output. In addition, the model may be misused for improper purposes.
  • Challenges of interdisciplinary collaboration: Deliberative alignment is an interdisciplinary field that involves multiple disciplines such as computer science, ethics, and sociology. This requires experts from different fields to collaborate effectively to jointly address challenges.

Development prospects of deliberative alignment

Deliberative Alignment technology, as an emerging artificial intelligence training method, has as its core goal maintaining and expanding human agency in the future, that is, humans should be able to choose their own future. With the development of artificial intelligence technology, deliberative alignment technology is used to help align governance and foreign policy with human will, and the addition of modern AI is expected to significantly enhance the effectiveness of this technology. In the competition for superhuman artificial general intelligence (AGI), failure to align the influence of such powerful AI with human will could lead to catastrophic consequences, while success could unlock abundant resources. There is currently a window of opportunity to use deliberative technology to align the influence of powerful AI with human will. Industry is exploring incorporating intelligent deliberative alignment systems into powerful institutions, as well as how to use these systems for AI alignment. These explorations may achieve symbiotic improvements between AI and deliberative alignment systems, and as AI capabilities increase, the quality of alignment will also improve. When designing deliberative processes, technology companies have considered "global scalability," aiming to identify the most feasible deliberative designs to include and represent participants on a global scale, or to test AI technologies that can promote future global citizen deliberation. In summary, the development prospects of deliberative alignment technology are broad, and it will play an increasingly important role in global governance, AI safety and ethics, and the responsibilities and regulation of technology companies. With the continuous development of technology and the deepening of experiments, deliberative alignment is expected to become a key tool for ensuring that technological development is consistent with human values.
