Gavelin MCP Server provides AI tools with access to U.S. state-level legislative records, built on the Model Context Protocol (MCP). Its core data includes state legislature hearing transcripts with speaker attribution, as well as bill records covering all 50 U.S. states.
Purpose The service is designed to enable AI agents to search and retrieve legislative information from U.S. states, including bills, hearing testimony, committee hearing records, and the speaking activity of specific legislators or witnesses.
Key Capabilities
- Search bills: Search bills across all 50 U.S. states and Washington, D.C. by keyword, sponsor, committee, status, or chamber, covering multiple legislative sessions and including complete details such as sponsors, subjects, and legislative history.
- Search hearing testimony: Search speaker-attributed hearing and floor session segments to find what a specific legislator or witness said on any topic, returning speaker name, role, committee, date, and context.
- Get bill details: Retrieve complete information about a specific bill, including sponsors, subjects, committees, legislative history, and any hearing mentions.
- Get speaker activity: Retrieve all remarks by a specific legislator or witness in hearings and floor sessions.
- Search committee hearings: Browse committee and public hearings by topic, committee, chamber, or date range.
- Get hearing transcripts: Retrieve the full transcript of a specific hearing, with all speakers labeled by name.
- List available states: See which states have data and what types of data (bills, transcripts, or both).
How to Use The server URL is https://mcp.gavelin.ai/mcp,使用 Streamable HTTP transport. Any MCP-compatible client (such as Cursor, Windsurf, or a custom agent) can connect via this URL and a bearer token. Users need to register for a free account at gavelin.ai and generate an API key under "Developer API" on the account page. API keys are free but rate-limited; for higher limits, email hello@gavelin.ai.
Use Cases Suitable for AI agent applications that need to query U.S. state-level legislative information, such as finding pending housing bills in a state, bills introduced by a specific sponsor, specific legislation passed in a given year, what a specific legislator said about an issue, or testimony about a welfare program in a committee hearing.
Limitations
- The number of states covered by hearing transcripts is growing, and not all states provide transcripts; bill records cover all 50 states.
- API keys are free but rate-limited, and higher limits require contacting the official team.
- The MIT license in this repository applies only to the documentation here (README, server configuration files, logo). The Gavelin MCP server itself is a proprietary hosted service operated by Gavelin (gavelin.ai) and is not covered by the MIT license. Access to the server requires an API key issued under Gavelin's terms of service.
- Official specific pricing, platform compatibility details, or performance data are not provided and are not currently available.
