About this tool

Purpose

mcp-fssp is an MCP (Model Context Protocol) server for querying enforcement proceeding information from the Russian Federal Bailiff Service (ФССП), supporting debt and compliance checks on individuals, companies, and sole proprietors. It acts as an intermediary layer between MCP clients (such as Cursor, Claude Desktop, and any MCP-compatible client) and commercial data providers, enabling AI agents to initiate queries directly within a conversation.

Main capabilities

  • Check enforcement proceedings for individuals (based on full name + date of birth).
  • Check enforcement proceedings for legal entities (based on ИНН-10 / ОГРН-13).
  • Check sole proprietors (based on ИНН-12 / ОГРНИП-15).
  • Returned data includes: debt amount, status, bailiff information, and the basis for recovery.
  • Supports multiple provider integrations: Damia, Checko, NewDB, api-cloud, and provides a unified standardized data model.
  • Provides an MCP tool invocation interface, for example fssp.check_individual_debts(...)、fssp.check_legal_entity_debts(...)、fssp.get_proceeding_details(...). - Part of the atomno series of MCP servers, which are used for due diligence on Russian counterparties, including mcp-egrul (legal entity registration information), mcp-fns-check (tax compliance), mcp-cbr-rates (central bank exchange rates), etc.

Usage

  1. Obtain an API key from at least one provider:
    • Damia (https://api-fssp.damia.ru）—— the main candidate for production, priced from 7,000 ₽/year (1,000 requests), with 100 free test requests.
    • Checko (https://api.checko.ru）—— up to 50 free requests per day, suitable for getting started.
    • NewDB (https://newdb.net/fssp/api）—— an economical alternative, 2 ₽/request, 100 free.
    • api-cloud (https://api-cloud.ru/api/fssp.php）—— pay per request.
  2. Create in the working directory the .env file (or pass environment variables through the MCP configuration); for the full list of variables, see .env.example. 3. Connect to Cursor: open ~/.cursor/mcp.json(or Settings → MCP) and add the configuration; after restarting Cursor, the AI agent can invoke the tools.
  3. Connect to Claude Desktop: open claude_desktop_config.json and add the configuration.

Use cases

  • An AI agent in Cursor / Claude Desktop completes counterparty due diligence within 30 seconds, replacing the roughly 10-minute process of manually visiting the ФССП website.
  • Lawyers, banks, and rating agencies can integrate the unified check_*_debts call into Python scripts or 1С, without parsing raw responses from 3-4 different providers.
  • Self-hosting enthusiasts can run the client locally with their own Damia/Checko keys, avoiding dependence on third-party SaaS and reducing concerns about personal data leaks.

Limitations and notes

  • The official ФССП API (api-ip.fssp.gov.ru) has been discontinued since March 10, 2022, with no plans for restoration. The only official entry point is the public web service fssp.gov.ru/iss/ip with CAPTCHA, so this project relies on commercial providers.
  • Personal data (name, date of birth) is not stored in plaintext; audit logs store only sha256(fio_lower + birth_date).
  • Under Article 6.1 of 229-FZ, information about enforcement proceedings in bank databases is publicly available and can be obtained without the debtor's consent. However, commercial use must comply with 152-FZ; lawful use (such as pre-transaction due diligence or scoring with the borrower's consent) is the user's responsibility.
  • This service is an aggregator and convenient interface for public FSSP data and is not affiliated with FSSP Russia, Damia, Checko, NewDB, api-cloud, or other providers; use at your own risk.
  • The information returned by the tool is for reference only and cannot replace official documents issued by the FSSP; the author is not responsible for the timeliness, completeness, or accuracy of provider data.
  • When making legally significant decisions (such as refusing a loan), the original documents must be requested from the debtor personally or through official channels (by requesting them from the bailiff department).

Version status

  • v0.1 (current): Phase 0 scaffolding + Damia provider + check_individual_debts.
  • v0.2: multi-provider (+Checko, NewDB, api-cloud),check_legal_entity_debts、get_proceeding_details, local L1 cache.
  • v0.3+: self_parser via CAPTCHA-solver.
  • v0.5: integration with the Pro backend (api.atomno-mcp.ru/fssp/):summarize_debts、monitor_debts_changes, 30-day L2 cache, 3-provider fallback.
  • The Pro backend (atomno-mcp/mcp-fssp-server) is planned for Phase 2 (a privately hosted service under a proprietary license). The open-source client runs fully without it; users can enter keys for any 4 commercial providers.
