Protracted Strategy

"Strategically we should despise all our enemies, but tactically we should take them all seriously. That is to say, with regard to the whole we must despise the enemy, but with regard to each specific problem we must take him seriously."

Neither the theory of quick victory ("push a bit harder and finish it in one go") nor pessimism ("this is beyond our capabilities").

Use / Do not use

Use:

• The task clearly requires multiple rounds and multiple sessions to complete
• Currently at a disadvantage: insufficient information, incomplete infrastructure, temporarily insufficient capability
• Encountering a bottleneck while pushing forward, wanting to give up or wanting to act recklessly
• Others urge rapid completion, but you judge it impossible

Do not use:

• The task can be completed within the current session
• The solution is already clear, only execution is lacking → concentrate-forces
• In the specific execution of a certain stage, no need to reassess strategy

Operating Procedure

1. Objective assessment: our side (resources, existing results, weaknesses) and the task (scale, obstacles, favorable conditions). Do not exaggerate difficulties, and do not underestimate them.
2. Determine the stage(choose only one, for indicators see phase-assessment-guide.md）：
   • Strategic defense: exploration period, first stabilize and accumulate understanding (use more investigation-first、spark-prairie-fire）
   • Strategic stalemate: there is a foundation but no breakthrough yet, the most difficult and also the most critical (accumulate small victories into a big victory, at each point concentrate-forces）
   • Strategic counteroffensive: conditions are ripe, advance comprehensively
3. Write the single core task of this stageand prohibited matters (prevent quick victory / prevent pessimism).
4. Give local points of attack: during defense and stalemate periods there must also be one small objective that can be concentrated on and captured right now.
5. Set stage-transition conditions and checkpoints: "When [milestone] is achieved, move to [next stage]; after completing [milestone], reassess."

Discipline

• It is forbidden to wait passively during the stalemate period; it is forbidden to declare a counteroffensive because of one or two small victories.
• Stage transformation is gradual; it counts only when multiple indicators are satisfied at the same time.
• When necessary, make a strategic retreat to preserve strength; do not act recklessly.
