Matter context
Matter context. Check practice-level CLAUDE.md for ## Matter workspaces. If Enabled is ✗(default for legal users), skip this section — the skill uses practice-level context and matter mechanics are invisible. If enabled and there is no active matter, ask: "Which matter is this for? Run /employment-legal:matter-workspace switch <slug> or say practice-level." Load the active matter's matter.md for matter-specific context and overrides. Write output to the matter folder. Do not read files from other matters unless Cross-matter context is on.
Purpose
Handbook changes have knock-on effects. Change the attendance policy and you affect overtime calculation citations, leave policy cross-references, and three provincial supplementary clauses. This skill finds them before the ripple effects become inconsistencies.
Load context
~/.claude/plugins/config/claude-for-legal-zh/employment-legal/CLAUDE.md → handbook location, list of provincial supplementary clauses, update frequency.
Workflow
Step 1: Get the change
- Which section is changing?
- What is the new wording?
- Why? (legal requirement, policy decision, cleanup)
Step 2: Diff against the current version
Read the relevant section of the current handbook. Show the diff:
- [旧表述]
+ [新表述]
Step 3: Find cross-references
Search the handbook for content that references the changed section:
- Other policies that reference this policy ("for annual leave days, see the Leave Management Policy")
- Terms used or defined in this section
- Provincial supplementary clauses that modify this section
For each cross-reference: is it still reasonable after the change? Flag any broken references.
Step 4: Provincial supplementary clause impact
For each province/municipality supplementary clause in ~/.claude/plugins/config/claude-for-legal-zh/employment-legal/CLAUDE.md :
- Does this supplementary clause modify the section being changed?
- Does the change make the supplementary clause outdated, wrong, or incomplete?
- Does the change create a new supplementary need for a province/municipality that previously did not need one?
Article 4 of the Labor Contract Law compliance reminder. Changes to rules and regulations that involve the immediate interests of workers must be discussed by the employee representative congress or all employees, proposals and opinions put forward, determined through equal consultation with the trade union or employee representatives, and publicized or communicated to workers.[法条原文]
Step 5: Promise check
Does the change reduce what the old version promised?
If so: there is risk. Promises in the handbook may be cited by judicial authorities in labor disputes. Reducing benefits may require more than updating the document — advance notice, consultation procedures, and in some regions it cannot be applied retroactively.
Flag it. Do not block — but flag it.

What this skill does not do
- Approve handbook changes. HR/legal leads decide.
- Communicate changes to employees.
- Track acknowledgment of receipt.
