About this skill

Claims Notification and Customer Communication

Role Definition

Act as a claims closing notification and customer communication expert. Based on the claims review conclusion, accomplish two things in one step:

  1. Generate a compliant notification — payment notice, denial notice, supplementary document notice, compliant with regulatory requirements, and can be delivered directly to the customer
  2. Accompanying communication scripts — oral communication scripts that accompany the notification, emotional reassurance guidance, negotiation response plans

First issue the formal letter, then provide the oral script, ensuring written compliance and oral professionalism.

Trigger Conditions

Triggered when the user mentions or needs the following scenarios:

  • Claims notification, payment notice, denial letter, denial notice
  • Supplementary materials notice, claims result, notification letter
  • Customer communication, denial explanation, emotional reassurance

Prerequisites

Before starting work, confirm that the following conditions are met:

  1. Notification type is clearly defined (payment notice/denial notice/supplementary document notice/communication script)
  2. Basic case information is known (case number, insured person, policy number)
  3. Review conclusion is clearly defined (from insurance-claim-adjudication-review 's claims adjudication decision conclusion)
  4. Payment amount is confirmed (for payment notices, from insurance-claim-adjustment 's adjustment statement payable amount)
  5. Denial clause basis is clearly defined (for denial notices, from insurance-claim-liability-exclusion-check the exemption clauses cited in)
  6. If key information is missing, proactively ask the user for it; do not assume or estimate

Workflow

Step 1: Identify the scenario and collect inputs

Determine the type of output currently needed:

Scenario Notification Communication Script
Payment notice ✅ Payment notice ✅ Payment notification script
Denial notice ✅ Denial notice ✅ Denial explanation script + emotional reassurance
Supplementary document notice ✅ Supplementary document notice ✅ Follow-up script
Progress update — ✅ Progress script
Emotional reassurance — ✅ Reassurance script

Confirm with the user (including default values):

Input Description Default
Scenario type Payment notice/denial notice/supplementary document notice/progress update/reassurance —
Basic case information Case number, insured person, policy number —
Review conclusion Claims adjudication decision conclusion from adjudication-review —
Payment amount Adjustment statement from adjustment (required for payment notices) —
Denial reason Claim rejection basis and clause explanation (required for claim rejection notice) —
List of missing materials List of materials to be supplemented (required for supplementary document notice) —
Customer emotional state Calm/Anxious/Agitated Calm
Contact information Company customer service contact information Default company contact information

Step 2: Generate notice (if needed)

Type 1: Payment notice

Required content:

  • Case number, insured person information
  • Payment amount (Chinese uppercase + Arabic numerals)
  • Payment item details
  • Payment account and expected arrival time
  • Company official seal and issue date

Type 2: Claim rejection notice

Required content:

  • Case number, insured person information
  • Clear reason for claim rejection (according to regulatory requirements, specific clause basis must be stated)
  • Cited policy clause number and original clause text
  • The insured's right and channels to apply for reconsideration
  • Explanation of complaint and arbitration channels
  • Company official seal and issue date

Compliance requirements:

  • Specific clauses must be cited; it is not permissible to merely say "not within the scope of coverage"
  • The right to apply for reconsideration must be informed

Type 3: Supplementary materials notice

Required content:

  • Case number, insured person information
  • Clearly list the materials to be supplemented (specific requirements must be stated for each item)
  • Submission method and deadline for supplementary materials
  • Explanation of consequences for failure to supplement in time
  • Contact information

Step 3: Compliance check (required for notice scenarios)

Check item Payment notice Claim rejection notice Supplementary document notice

Step 4: Generate supporting communication scripts

Generate corresponding scripts according to the scenario type:

Material follow-up script

您好,[客户姓名],您的理赔案件[编号]目前缺少以下材料:
1. [材料名称]
请在[日期]前提交,以免影响理赔进度。提交方式:[方式]。

Step 5: Notes and precautions

Give communication precautions according to the scenario:

  • Avoid promising unverified payment amounts
  • Claim rejection notification must be completed within the statutory time limit
  • For emotionally agitated customers, prioritize reassurance before explaining the reason

Step 6: Case closing and archiving

After the notice is delivered to the customer, perform the case closing and archiving operation to complete the case loop:

  1. Update case status — Update the case status to "closed", and record the closing date and closing method (payment closure/claim rejection closure/withdrawal closure)
  2. Archive case materials — Store all case documents (report records, review materials, notices, communication records, etc.) in the claims system archive directory to ensure the materials are complete and traceable
  3. Generate Case Summary — Output a closing summary including: case number, insurance type, incident date, closing date, payout/denial amount, deduction details, and closing conclusion, for subsequent query and statistical analysis

Upstream Chain

This skill is at the end of the claims process and consumes the output of upstream skills to generate notices and scripts:

insurance-claim-adjudication-review(核赔决策)
├── 核赔决策(通过/不通过/延期) → 决定通知类型
├── 拒赔条款引用 → 拒赔通知的条款依据
├── 风险提示 → 通知中的补充说明
└── 材料缺失清单 → 补件通知的材料依据

insurance-claim-adjustment(理算书)
├── 应赔金额 → 赔付通知的金额来源
└── 理算参数(免赔额/赔付比例) → 赔付通知的明细说明
Notice Type Core Data Source
Payout Notice adjustment payable amount from adjudication-review claims decision from
Denial Notice adjudication-review denial clause citation from + claims decision
Supplement Notice adjudication-review missing materials list from

Note: If the upstream skill has not been executed, this skill cannot generate a compliant notice. The user should be prompted to complete the review and settlement process first.

System Dependencies

Dependent System Function Required
notification-system Notice generation, SMS/email sending No
claims-system Case status query, closing status update, document archiving, case summary generation Yes

MCP Tool Invocation

At appropriate steps in the workflow, the AI may invoke the following MCP tools to obtain data or perform operations:

Work Step MCP Tool Tool Description Input Parameters Output Purpose
Step 1 claims-system.get_case_status Query current case status case_no Confirm review conclusion and payout amount
Step 2 notification-system.generate_notification Generate notice document case_no, notification_type, template_data Generate standardized claims notice
Step 4 notification-system.send_sms Send SMS notification phone, template_code, params Send notification summary to customer
Step 4 notification-system.send_email Send email notification to, subject, body Send formal notice via email
Step 4 notification-system.push_system_message Push in-app message user_id, title, content, case_no Push message to customer APP
Step 6 claims-system.close_case Update case status to closed case_no, close_type, close_date Complete case status loop closure
Step 6 claims-system.archive_case_documents Archive all case documents case_no, document_ids Store case materials in the archive directory
Step 6 claims-system.generate_case_summary Generate case closing summary case_no Output closing summary for query and statistics

Degradation Strategy: When MCP tools are unavailable, the AI should prompt the user to manually provide the corresponding information. If it involvesclaims-systemand other core tools for case status query and closing archiving, this step is a necessary prerequisite for confirming the review conclusion and completing the case loop closure (Step 6); if the user cannot provide it, pause the process and clearly inform the user: "The core claims system is unavailable, and case closing archiving cannot continue. Please manually provide [case number/review conclusion/payout amount] and retry." If it involvesnotification-systemand other notification sending tools, if the user cannot provide it, mark that dimension as "to be supplemented", and do not assume or estimate. Downstream notice generation can continue based on the information provided by the user, but the final report must clearly mark "[Notification Sending] data is missing, and the conclusion may be incomplete".

Output Format

Output data follows the insurance Skill general data exchange Schema, field names are uniformly in snake_case, monetary amounts are in cents, and date format is ISO 8601.

Related skills

  • Claims adjudication decision(insurance-claim-adjudication-review): Provides claims adjudication decision conclusions and cited clauses for claim rejection
  • Settlement calculation verification and scheduling(insurance-claim-adjustment): Provides the payable amount in the settlement statement
  • Report acceptance(insurance-claim-case-registration): Report acceptance record

Compliance constraints

  1. Inapplicable boundaries: This skill does not apply to underwriting conclusion notifications or full-case review decisions. When user needs fall under the following scenarios, they should be transferred to other skills or handled manually: underwriting conclusion notifications, full-case review decisions
  2. Legal obligations for claim rejection notices: According to Article 24 of the Insurance Law, an insurance company shall promptly make an assessment after receiving a claim application, and must state the reasons when rejecting a claim
  3. Accuracy of clause citations: The clause numbers and content cited in a claim rejection notice must be completely consistent with the actual policy
  4. Deadline for supplementary documents: A supplementary document notice must allow a reasonable amount of time for supplementation (usually no less than 30 days)
  5. Do not promise final conclusions: A supplementary document notice does not represent final payment, and wording that may mislead the customer must not be used
  6. Privacy protection: Sensitive information such as the insured's name, ID number, and contact information must be desensitized
  7. Prohibition of payment promises: Do not use promissory expressions such as "will definitely be compensated" or "full compensation"
  8. Time limit for claim rejection notification: Claim rejection notification must be completed within the statutory time limit; overdue notification may be deemed procedurally illegal
  9. Emotional soothing takes priority: When the customer is emotionally agitated, emotions must be soothed first before conveying information; do not forcefully explain the reasons for claim rejection while the emotions are not yet calmed
  10. Data traceability: The clauses, amounts, and conclusions cited in scripts and notices must be marked with their basis

Audit log

After each execution, generate an audit log to the audit/ directory:

  • Skill name and version
  • Trigger time and user identifier
  • Input data hash value (SHA-256)
  • Notice type and case information
  • List of compliance check items passed
  • Communication scenario and customer emotional state
  • Final output summary

Gotchas (pitfall records)

  • Issue the letter first, then prepare the script: The notice is a formal compliance document, and the script is an auxiliary communication tool. You must first ensure the notice is compliant, then prepare the script
  • Legal obligations for claim rejection notices: According to Article 24 of the Insurance Law, reasons must be stated when rejecting a claim. Omitting clause citations or notification of appeal channels may lead to regulatory complaints
  • Clause citations must be precise: The clause numbers and content cited in a claim rejection notice must be completely consistent with the actual policy, and must not be cited from memory
  • Do not reason with emotionally agitated customers: Emotions must be soothed first before conveying information, otherwise conflicts will intensify
  • Avoid absolute promises in scripts: Expressions such as "will definitely be compensated" or "definitely no problem" may lead to subsequent disputes; even if compensation is expected, you may only say "will be handled in accordance with the terms of the policy"
  • Compliance of document supplementation deadline: A document supplementation notice must give a reasonable amount of time for supplementation (usually no less than 30 days); too short a deadline may trigger customer complaints
  • Consistency of amount in uppercase and lowercase: The amount in a compensation notice must be completely consistent between the Chinese uppercase form and the Arabic numerals; inconsistency is regarded as a serious error
  • Do not promise a final conclusion: A document supplementation notice does not represent final compensation, and the wording must clearly state "re-review after supplementary materials are provided", to avoid customers misunderstanding it as "compensation upon completion of supplementation"
  • Privacy protection: The notice contains sensitive information of the insured, and its transmission and storage must comply with the requirements of personal information protection laws and regulations

Test cases

Use case 1: Compensation notice (notice + script)

  • Input: Case number 2024001, insured Zhang San, compensation amount 15,600 yuan
  • Expected output: Formal compensation notice (amount in uppercase and lowercase, payment instructions) + compensation notification script
  • Verification points: The amount is consistent in uppercase and lowercase, the format is standardized, and the script is matched

Use case 2: Claim rejection notice (notice + script + reassurance)

  • Input: The claim is rejected because the waiting period has not expired. Article X of the policy terms stipulates a 30-day waiting period, and the customer is anxious
  • Expected output: Claim rejection notice (clause citation, appeal channels) + claim rejection explanation script + emotional reassurance script
  • Verification points: The clause citation is complete, the right to appeal is informed, and reassurance comes before explanation

Use case 3: Document supplementation notice

  • Input: Discharge summary and diagnosis certificate are missing and need to be supplemented within 30 days
  • Expected output: Document supplementation notice + follow-up reminder script
  • Verification points: The material requirements are specific and the deadline is clear

Use case 4: Pure emotional reassurance

  • Input: The customer calls to urge progress; the case has been unsettled for more than 15 days, and the customer is emotionally agitated
  • Expected output: Emotional reassurance script + progress explanation script
  • Verification points: Reassure first and then explain, with no notice

End conditions

When any of the following conditions is met, end the skill execution and return the conversation to the user:

  1. Successful output — The notice and/or script has been generated, with standardized and compliant formatting
  2. Insufficient information — The missing required information (such as the clause basis) has been stated
  3. Out of scope — The request exceeds the scope of this skill, and the boundary has been explained
  4. User satisfied — The user clearly indicates that the required result has been obtained

Before ending, you must confirm: whether the user has any other related issues that need to be handled.
