用途：自动化智能体技能集合的多渠道部署，适用于含 /skills 目录的 GitHub 仓库。可用于发布、部署、推送技能集，或创建 GitHub Release、发布到 Claude Code、VS Code、Copilot CLI 市场，也可做部署就绪检查与 dry-run。不适用于 npm 包、Docker、Azure 资源或没有 /skills 目录的仓库。
支持渠道：github（创建 tag 与 GitHub Release，需 gh）；claude-code（.claude-plugin/plugin.json 必填，marketplace.json 可选，需 git）；vscode（package.json，需 git）；copilot-cli（package.json、.github/plugin/plugin.json，marketplace.json 可选，需 git）。

工作流：预检（git 状态、分支为 master/main、工作树干净、/skills 存在、检测渠道与工具、版本一致性）；变更分析（技能清单、提交分类、破坏性变更检测、版本建议：major=破坏性、minor=feat、patch=其他）；按技能生成 changelog（github 渠道用）；用户确认版本与渠道；dry-run；执行版本提升（--bump-only）；提交与打标签；推送前用户批准；推送并用 changelog 创建 release。
版本规则：marketplace.json 中 plugins[].version 随发布提升，metadata.version 不随技能发布变更；所有插件版本需与 git tag 保持一致；各 marketplace 的 metadata.version 需互相同步。执行时会提升所有检测到的配置文件版本，--surfaces 只控制推送阶段动作。缺失的 plugin.json 会根据同类文件或 package.json 元数据自动创建。
限制：无 /skills 目录则停止；缺少工具会提示安装；版本不一致需先同步；tag 已存在需换版本或确认删除；推送失败不自动重试；单渠道失败仍继续其余渠道。dry-run 与实际执行不一致时暂停报告。
