用途：Plan Mode 用于处理复杂多步骤任务，例如研究加写作流程、多 Choom 协作，或任何需要 3 次以上工具调用且存在顺序约束的任务。
主要能力：提供 create_plan、execute_plan、adjust_plan 三个操作。create_plan 定义目标与有序步骤，步骤分为工具步骤（type: "tool"，直接调用工具）和委派步骤（type: "delegate"，把任务发给另一个 Choom）。用 dependsOn 表达顺序，用 {{step_N.result.field}} 引用前一步输出。execute_plan 逐步运行计划，委派步骤自动经 delegate_to_choom 路由，watcher 评估每步结果并决定继续、重试、跳过或中止，同时以 SSE 事件流式输出进度。adjust_plan 在某步失败时修改剩余步骤，可改参数、跳过步骤或新增步骤。

限制：每个计划最多 10 步；工具名必须存在于技能注册表中；委派步骤需启用 choom-delegation 技能；计划仅存在于当前请求的内存中；execute 会发送 plan_step_update SSE 事件用于实时进度。其他收费、平台等信息暂未提供。
