用途：github-sandbox-file-downloader 让用户仅通过提交信息即可把网络文件下载进 GitHub 仓库，无需本地 CLI、API 令牌或密钥。
主要能力：工作流监听提交信息中的 download: 与 download-zip: 命令。download: 会逐个抓取 URL 并以原始文件名保存到 downloads/；download-zip: 会把所有 URL 打包成一个带时间戳的 .zip 放入 downloads/。输出文件自动提交回仓库，工作流自身提交带 [skip ci] 以避免循环触发。
使用方式：先 Fork maanimis/github-sandbox，在 Settings → Actions → General → Workflow permissions 选择 Read and write permissions。然后通过网页编辑文件并填写提交信息，或用 Git CLI： git commit --allow-empty -m "download: https://example.com/file.zip" git commit --allow-empty -m "download: https://example.com/a.zip https://example.com/b.pdf" git commit --allow-empty -m "download-zip: https://example.com/a.zip https://example.com/b.pdf" git push origin main 多个 URL 只用空格分隔，命令须为小写且位于提交信息首行。

限制：仅支持无需认证的公开 URL；受 GitHub Actions 与仓库容量限制（单文件通常 100MB）；默认在 main 分支触发；若修改工作流需保留 [skip ci]。
