用途：帮助搭建 GitHub Actions 与 CI/CD 流程，并规范仓库自动化配置。

主要能力：

1. 生成工作流：python scripts/create_workflow.py ci --type nodejs-ci，另有 python-ci、docker-build、release、deploy-azure、dependabot-auto-merge 等模板。
2. 仓库自动化：提供 assets/dependabot.yml（依赖更新）与 assets/codeql-analysis.yml（安全扫描）配置文件。
3. PR 与 Issue 模板：assets/pull_request_template.md、assets/bug_report_template.md，复制到 .github/ 对应位置使用。
4. 发布说明：./scripts/generate_release_notes.sh v1.0.0 v1.1.0 生成，可用 gh release create v1.1.0 --notes-file notes.md 创建发布。
5. 参考文档 references/github_actions_guide.md，涵盖语法、事件、矩阵、缓存、密钥管理与高级模式。

常用命令：gh workflow run、gh run list、gh secret set、gh release create。

适用场景：Node.js/Python CI、Docker 构建推送、Azure 部署、Dependabot 自动合并、发布与变更日志、安全扫描、PR/Issue 流程标准化。

限制：不适用于 GitLab CI/CD、Bitbucket Pipelines、Jenkins；GitHub Enterprise Server 功能可能不同；具体语法、定价与平台差异未在本资料中提供。
