用途：为 Claude Code 创建结构规范的插件脚手架。当用户提出“create a plugin”或需要搭建新插件结构、把插件加入 marketplace 时使用。
主要能力：脚本会解析描述并转为 kebab-case 名称，提取 3-5 个关键词，检查 marketplace 中是否重名，创建 plugins/<name>/{.claude-plugin,commands/} 目录，生成 plugin.json 与 README.md，并更新 .claude-plugin/marketplace.json。
使用方式：运行 tsx scripts/create-plugin.ts "manages deployment workflows"，或使用完整路径 tsx ./plugins/meta-work/skills/plugin-creator/scripts/create-plugin.ts "<description>"。脚本仅依赖 Node.js 内置模块，执行需 tsx（该仓库中可通过 pnpm 获得）。创建后插件为空，需自行在 commands/ 添加 .md 命令、创建 agents/ 目录、hooks/hooks.json 或 skills/<skill-name>/SKILL.md，并更新 README。
名称转换规则：去除 that、to、for、with、a、an、the 等填充词，转小写，空格替换为连字符，移除非字母数字字符（连字符除外）。例如 "tool for database migrations" 转为 database-migrations。
限制与错误处理：若 marketplace 中已存在同名插件会报错，需换名重跑；若找不到 marketplace 文件，脚本会自动新建 marketplace.json。资料未提供其他平台、收费或效果信息。
