用途：这是 NextStage 规格驱动开发（SDD）的交付面技能，负责编排澄清、撰写需求、生成任务、实现某个版本、快速修复或恢复暂停的工作。它只做编排，不替代各 worker 技能；状态保存在磁盘（docs/versions/、docs/context/、handoff 文件）而非聊天历史。
主要阶段：Clarify（pm-clarify-requirements，用于需求含糊时）、Specify（pm-requirements-generator，Medium 及以上必做）、Consistency（pm-analyze-consistency，Large 及以上、任务前）、Partition（pm-version-partitioner，多切片版本）、Tasks（pm-task-generator 与 execution-handoff-generator）、Execute、Close（code-reviewer 后接 pm-living-spec-consolidator）。Quick 模式仅限 ≤3 个文件、一句话范围的改动，只用 code-coder。
使用方式：每会话需先执行 Boot——解析 {product_root} 与 {harness_root}，将请求分类为 Small/Medium/Large，检查恢复信号（execution-handoff.md、部分版本），扫描软性互补技能，并在需要时确认产品根、目标版本 id 与产物语言。触发词包括 specify、clarify、implement、quick fix、resume 等，分别对应 router 或 session-continuity 等参考文件。执行路由按上下文选择 code-coder、execution-handoff-generator、execution-orchestrator、execution-gitlab-issue 或 code-autonomous。软性集成可检查 .agents/skills/，缺失时建议安装：npx @nextstage-brasil/harness --preset complements --yes。
限制：禁止自动运行或串联 harness-prepare，禁止把 Prepare 列为 SDD 阶段，不硬性依赖互补技能，不自行生成需求/任务而绕过 PM worker，存在正式任务时不得跳过 execution-handoff-generator。Brownfield 初始化需手工执行（如 /harness-prepare 或 npx @nextstage-brasil/harness prepare）。若 architecture-rules.md 仍为空壳或缺少 docs/context/brownfield-map.md，应提示用户先运行 /harness-prepare 并停止，除非用户坚持。具体定价、平台支持等暂未提供。
