用途：在推送前对 microsoft/win-dev-skills 仓库的分支或特性做全面、高信噪比的审阅。该仓库是内容插件而非 C# 产品，审阅对象为 Agent Plugins 包与技能提示，以及 PowerShell 辅助脚本和回归检查。
触发：如“review my PR/changes/branch”“review my uncommitted changes”“review before I commit”“review what I've staged”“vet my changes before pushing”“is this ready to merge?”等。单点提问（如“review this function”）不激活。
使用方式：先运行 pwsh -NoProfile -File .github/skills/pr-review/collect-diff.ps1 -Scope <branch|working|staged|all|auto> [-Base <ref>] [-MaxFiles 50] 捕获差异；按 diffStatus（ok/empty/too-large/ambiguous-scope/no-base-ref）处理，必要时询问用户选择范围。随后并行启动 5 个维度子代理（skill-content、skill-tool-boundary、tool-correctness、payloads-and-tests、docs-and-manifests），完成后用不同模型家族运行第 6 个多模型交叉检查，最后去重、定级、编号并仅输出到 stdout 报告。
限制：不应用修复、不写文件（除非用户明确要求）、不执行测试；只报告发现，缺失回归用例仅标记。每个保留的发现需引用差异中的具体文件与行范围。
