关键约定：代理发现不硬编码名称；ID 为前缀加 6-8 位随机字母数字；模板 _REPLACE 占位符须替换为唯一随机 ID；Power Fx 表达式以 = 开头，字符串插值用 {}，仅用受支持函数；GenerativeActionsEnabled: true 时使用主题输入/输出而非硬编码问答。
