用途：该技能用于把智能体接入 Agent 365，完成注册（让智能体出现在 Agent 365 目录中）与可观测性配置，适用于非 AI Teammate 的智能体。触发语包括“provision this agent with agent 365”“register this agent”“run a365 setup all”等。
主要能力：创建 Agent 365 Blueprint（Entra ID 中的智能体身份与应用注册）、授予所需 Entra ID 权限；对 Custom Engine Agent 可通过 --m365 经 MCP Platform 注册端点，并额外运行 a365 setup permissions bot。设置完成后可选接入可观测性（instrument-observability）与 WorkIQ 工具（add-workiq-tools）。
使用方式：先加载上下文（Phase 0），再收集输入（智能体名称、项目目录、消息端点）。注册前必须执行 dry-run 预览：cd "<project_dir>" && a365 setup all --agent-name <agent_name> --dry-run，确认后执行 a365 setup all --agent-name <agent_name>，可按需追加 --authmode obo 或 --authmode s2s。本地开发可用 devtunnel 创建隧道并后台托管。
限制：仅处理非 AI Teammate 智能体；若 agentType 为 ai-teammate 应改用 make-ai-teammate。WorkIQ 需要用户令牌，S2S 模式下不可用。a365 setup all 为长时运行命令，可能受输出缓冲影响。部分权限需全局管理员执行 PowerShell 脚本。具体收费、价格与效果资料未提供。
