用途：当用户询问某国或某地区互联网连接中断（如全国性断网、区域故障、光缆中断、政府下令限流）时使用本技能。检测数据来源为 Cloudflare Radar，并带有原因与严重程度分类。
主要能力：返回中断列表，字段含 id、标题、链接、描述、检测时间 detectedAt、国家 country、地区 region、坐标 location、严重程度 severity、类别 categories、原因 cause、中断类型 outageType、结束时间 endedAt。endedAt 为空字符串表示中断仍在进行。
认证：服务器到服务器调用方（智能体、脚本、SDK）必须在 X-WorldMonitor-Key 请求头中提供 API 密钥；Authorization: Bearer 用于 MCP/OAuth 或 Clerk JWT，不用于原始 API 密钥。密钥可在 https://www.worldmonitor.app/pro 申请，示例格式：X-WorldMonitor-Key: wm_0123456789abcdef0123456789abcdef01234567。
接口：GET https://www.worldmonitor.app/api/infrastructure/v1/list-internet-outages。可选查询参数：country（国家过滤）、start / end（ISO 日期，检测时间窗口）、page_size / cursor（分页，响应携带分页游标）、jmespath（服务端投影，≤1024 字符）。

错误：401 表示缺少 X-WorldMonitor-Key；429 表示触发速率限制，需退避重试。
不适用场景：查询 SaaS/云服务状态应使用 GET /api/infrastructure/v1/list-service-statuses；查询网络攻击而非连接中断应使用 scan-cyber-threats。通过 MCP 调用时等价工具为 https://worldmonitor.app/mcp 上的 get_infrastructure_status。查询流量异常或全球 DDoS 摘要可使用 MCP get_internet_activity，dataset 设为 traffic 或 ddos；traffic 可选 country 并保留全局 totalCount，DDoS 协议/向量百分比无法按国家过滤，limit 取值 1 到 100（默认 30），需检查 truncated 与观测日期，缺失快照会报错，合法空列表保留空行。
