用途：在通过 gh 为 Kilo 的 VS Code 扩展或 JetBrains 插件创建和管理 GitHub Issue 时使用本技能。
主要能力：仓库在 .github/ISSUE_TEMPLATE/ 中定义了 Issue 模板，应选择匹配模板而非新建空白 Issue。模板包括：Bug report（bug-report.yml，用于可复现缺陷，含步骤、预期与实际行为）、Feature Request（feature-request.yml，用于新能力、增强或行为变更）、Question（question.yml，用于非明显属于缺陷或功能请求的使用或设计问题）。创建时把模板标题传给 gh issue create --template。
标题规范：使用简洁、描述性的标题，能作为独立句子清晰阅读；不要添加平台前缀，如 [JetBrains]、[Jetbrains]、[JB]、[VS Code]、[VSCode] 等，路由通过项目看板而非标题完成。
项目看板：每个新 Issue 必须落到正确的项目看板。VS Code 扩展对应 VS Code Extension，URL 为 https://github.com/orgs/Kilo-Org/projects/25；JetBrains 插件对应 Jetbrains Plugin，URL 为 https://github.com/orgs/Kilo-Org/projects/39。把项目标题传给 gh issue create --project。
用法示例：创建 VS Code 扩展 Bug 报告并加入看板：gh issue create --template "Bug report" --project "VS Code Extension" --title "Sidebar chat fails to render after reload" --body "..."。创建 JetBrains 功能请求：gh issue create --template "Feature Request" --project "Jetbrains Plugin" --title "Support Kotlin Multiplatform target detection" --body "..."。
限制与错误处理：若 gh 在分配项目时报告缺少 scope，刷新认证令牌后重试：gh auth refresh -s project。刷新成功后重新运行原来的 gh issue create 命令。不要退回到不指定项目创建 Issue，看板分配是必需的。
