issue 标题格式：Cleanup: <what to remove> after <gate>，标签 improvement，并从引入该遗留物的 PR 链接过去。issue 正文包含：Leftover（要删除或停止提供的内容）、Why it waits（门槛）、Ready when（可证伪的标准，不能只是日历日期）、How to verify（命令、查询或部署证据）、Introduced by（引入遗留物的 PR）。
创建命令：gh issue create --title "Cleanup: … after …" --label improvement --body-file -；或 kody:@kentcdodds/github/request POST /repos/kentcdodds/kody/issues。观察期或日历门槛还需按 ship-pr 安排定时唤醒（execute + workflows.create({ runAt, idempotencyKey })）。清理落地后关闭该 issue。
