The AI Counsel 是支持两种运行模式的多模型工具：Council（议会）模式为三阶段审议——各模型独立作答、匿名互评排序、主席模型汇总；Advisor（顾问）模式由具名人格在多轮中辩论，最终给出共识或结构化裁决。
接入规则：若会话中已提供 The AI Counsel 的 MCP 工具，应直接调用，不要用 curl 重复操作。MCP 服务器 v0.7.0 内置 SSE 地址 http://localhost:8001/mcp/sse，stdio 启动方式为 python -m the_ai_counsel_mcp；共暴露 10 个按动作调用的工具（非旧版 25 个），可通过 GET /api/health 验证，返回 "mcp": {"tools": 10}。REST 默认基址为 http://localhost:8001，远程替换为 http://<server-ip>:8001。
MCP 工具：council_deliberate（stage1/stage2/stage3/full）、model_chat（quick/multi_turn）、advisor_debate、run_iterative_debate、council_settings、advisor_settings、personas、conversations、providers、config_backup。v0.5.2 起旧版 25 工具名已移除，需改用带动作参数的 10 个工具。
REST 回退适用于：cron/CI/无 MCP 的脚本、MCP 连接或 SSE 失效、需要原生 SSE 事件解析、需 Bearer 令牌导出配置。常用端点包括 POST /api/ask（无状态）、GET/PUT /api/settings、/api/models 系列、/api/conversations 及其 message/stream/debate 接口、/api/personas、/api/settings/test-provider 与 export/import/reset。模型 ID 采用前缀格式，如 openai:gpt-4.1、anthropic:claude-sonnet-4、ollama:llama3.1:latest、custom:nvidia/...。
限制：顾问辩论必须先创建会话；/api/ask 无多轮记忆；按请求的 council_models、chairman_model 覆盖不会改动全局配置。资料未提供收费、价格、性能或效果信息。
