用途：当 sitemap 中的 URL 数量超过每天可执行的 URL Inspection 检查次数时，用 index-coverage-plan 规划检查覆盖。它会抓取 sitemap URL、把它们映射到最具体的可用 Search Console 属性、估算循环所需天数，并可针对大型文件夹建议 URL 前缀属性。该工具不调用 URL Inspection，也不报告任何 URL 是否被索引。
主要能力：输出 summary（含 sitemapUrls、urlCount、属性数量、每日容量、估算循环天数、目标循环天数、建议数量）；properties 列出各属性的分配、每日上限、估算循环和示例 URL；suggestions 指出可能适合单独 URL 前缀属性的文件夹并给出计算理由。
使用方式：通过 MCP 时，先调用 seo_list_reports 传入 {"category":"monitoring"}，再调用 seo_describe_report 传入 {"id":"index-coverage-plan"}，然后调用 seo_run_report，例如 {"id":"index-coverage-plan","params":{"site":"sc-domain:example.com","sitemaps":["https://example.com/sitemap.xml"],"dailyLimit":200,"targetCycleDays":7,"maxUrls":50000}}。命令行接口使用同一报告 schema： seo reports describe index-coverage-plan --json seo reports run index-coverage-plan --params '{"site":"sc-domain:example.com","sitemaps":["https://example.com/sitemap.xml"],"dailyLimit":200,"targetCycleDays":7,"maxUrls":50000}' --json 仅在有意覆盖自动发现的 GSC 属性时才手动传入 properties；每个 sitemap URL 必须属于根属性。
适用场景：为定期索引监控设定切实可行的限额，在花费检查配额前设计监控周期。
限制：估算循环时间只是基于发现的 URL 和配置容量的算术结果，不代表 Google 会处理或索引这些 URL。必须检查所有 warning：sitemap 抓取失败、无效或不属于该属性的 URL、嵌套 sitemap 边界、去重或 maxUrls 截断都会让计划不完整。建议的新属性只有在你能控制且运维收益值得时才添加。应先修复 sitemap 发现问题再提高配额。不要据此报告索引覆盖率百分比、被排除数量或“全部正常”结论。
