用途：作为 superpowers 技能库的调度器，让其他专用技能真正被触发。若不使用它，容易即兴重造技能中已固化的方法论。
主要能力：1% 规则——只要用户请求有哪怕 1% 的可能适用某个 superpowers 技能，就通过 Skill 工具显式调用，不要即兴发挥。尝试正确技能的成本是一次额外调用，跳过它的成本是重复推导已编码的结构、遗漏 BDD 纪律或逐批评估等。存疑时即调用。各技能内的 Bail-Out Check 会在任务确实琐碎时低成本退出，因此不会过度调用。
触发路由：brainstorm、design、新功能想法、形状模糊的多组件设计，调用 superpowers:brainstorming；write a plan、拆解任务，且存在 docs/plans/-design/ 设计文件夹，调用 superpowers:writing-plans；execute the plan、implement，且存在 docs/plans/-plan/ 计划文件夹，调用 superpowers:executing-plans；Bug 报告、修复错误、测试失败、异常行为，调用 superpowers:systematic-debugging；计划完成后做复盘、更新清单，调用 superpowers:retrospective。
使用方式：由系统按上述触发信号自动调度，用户无需输入 /superpowers:using-superpowers。
限制：它不是权限门，调用前不需征得用户同意；调用时无需同时先读本技能与目标技能正文；user-invocable: false 使其不出现在 / 菜单中。该技能在 v3.0.0 重新引入。
