用途：为 Codex 创建和搭建插件目录。核心产物是插件根目录及必需的 .codex-plugin/plugin.json 清单，可选生成 marketplace 条目。
主要能力：生成规范化的插件名（转为小写连字符形式，长度不超过 64 字符）；生成完整 schema 结构与占位符的清单，保留 interface 段；可选生成 skills/、hooks/、scripts/、assets/、.mcp.json、.app.json 等伴随结构；可通过 --with-marketplace 创建或更新 marketplace.json。
使用方式：从仓库根目录运行脚手架脚本：python3 .agents/skills/plugin-creator/scripts/create_basic_plugin.py <plugin-name>，默认创建在 <repo_root>/plugins/<plugin-name>。生成后打开 <plugin-path>/.codex-plugin/plugin.json 替换 [TODO: ...] 占位符。需要 marketplace 时加 --with-marketplace；可用 --path 指定父目录，并用 --with-skills、--with-hooks、--with-scripts、--with-assets、--with-mcp、--with-apps 选择伴随目录。marketplace.json 固定位于 <repo-root>/.agents/plugins/marketplace.json，插件顺序即 Codex 中的渲染顺序，追加新条目，displayName 放在 marketplace 的 interface 对象内。新条目默认 policy.installation 为 AVAILABLE、policy.authentication 为 ON_INSTALL，须显式写出这三个字段；policy.products 仅在明确要求产品门控时添加。仅在有意覆盖同插件条目时使用 --force。
限制：清单占位符需人工或后续步骤填充；不得移除必需结构；行为约束与命名规则应遵循 skill-creator 规范，详细示例见 references/plugin-json-spec.md。
