用途：在 CI 巡检循环中，于任何修复动作之前先对 CI 失败做分诊，输出可执行的判定。
每个失败按以下结构输出：Failure — branch @ sha；Job / step（失败的任务与步骤）；Error（1-3 行错误摘要）；Classification（flake | regression | env | config）；Actionable（yes | no）；Suggested loop action（minimal-fix | watch | escalate-human）。
分类规则：flake 指偶发失败、重试通过、无代码变更；regression 指与近期提交相关的新失败；env 指 runner、registry、secrets、quota 一类环境问题；config 指工作流、依赖安装、缓存等配置问题。
限制：环境类失败应 escalate-human，不要用代码改动去“修复”。其余细节官方文本暂未提供。
