用途：这是 cinience/alicloud-skills 仓库专用的技能工程流程，用于在该仓库中新建、从外部仓库迁移或重构技能，改善技能触发质量（frontmatter 中的 name 与 description），新增或修复测试，以及在合并前运行结构化基准测试循环。若只需执行已有的产品技能，或任务只是 apps/ 下的应用代码、不涉及技能改动，则不应使用此技能。
主要能力与仓库约束：技能放在 skills/<domain>/<subdomain>/<skill-name>/ 下，目录名用 kebab-case 且以 alicloud- 开头；每个技能必须含 SKILL.md frontmatter 的 name 与 description；SKILL.md 内容仅用英文；冒烟测试位于 tests/<domain>/<subdomain>/<skill-name>-test/SKILL.md；生成产物只放 output/<skill-or-test-skill>/；技能清单变化时用 scripts/update_skill_index.sh 刷新 README 索引。标准交付结构包含 SKILL.md、agents/openai.yaml、references/（含 sources.md）和可选的 scripts/。
使用方式：每次创建或刷新都必须先重新抓取上游官方文档，不得凭记忆或旧稿修改。文档权威顺序为：帮助中心 help.aliyun.com/zh/（中文路径优先，/en/ 常滞后）、百炼/Model Studio（入口 https://help.aliyun.com/zh/model-studio/models，并查 newly-released-models 与 model-pricing）、OpenAPI 元数据 api.aliyun.com、官方 SDK 与 CLI。仓库已提供脚本可复用：python3 scripts/products_from_openapi_meta.py、python3 scripts/apis_from_openapi_meta.py。SKILL.md 中的模型 id、参数名、配额和价格必须引用本次抓取的 URL，不得未经核实沿袭。
验证与完成标准：先运行 python3 tests/common/compile_skill_scripts.py --skill-path skills/<domain>/<subdomain>/<skill-name> --output output/<skill-name>-test/compile-check.json，清单变化时运行 scripts/update_skill_index.sh 并用 rg 确认索引；可选 make test、make build-cli。定量评估可用 scripts/run_eval.py、scripts/aggregate_benchmark.py、eval-viewer/generate_review.py。完成需满足路径与命名合规、frontmatter 完整且触发描述明确、测试技能存在且有客观通过标准、验证产物存于 output/、references/sources.md 记录本轮所有上游 URL 及最后核查日期。
限制：仓库专属流程，不适用于纯应用代码或仅执行既有技能；未提供具体价格、配额数值，需以官网当次抓取为准。
