用途：为任意 CawPlan Ticket（anchor）+ Version 生成并 upsert 工单级 QA 报告，类型为 PROGRESS（进度）或 COMPLETION（完成/sign-off）。

使用方式与约束：命令限于 products list、versions list、config env、versions get、tickets get、tickets search --display_ids（仅 Step 0）、qa-insights 相关 get/list、qa-reports list-version|create|update、execution summary --ticket-id --refresh、tickets history（可选）及上述校验脚本。禁止 tickets list、tickets relate list、直连 TestRail、cawplan api 落库、qa-insights 写、A5 写入与跳闸。不得用 A5 作最终 Release Readiness。Labels 延后至 V2，分组仅用 type+priority。Verification Status 仅统计子单 D1–D3 并排除 anchor。报告编号与报告工单须超链接，隐藏 UUID。按用户主语言回复，禁止同段双语。
