用途：从已归档的 CawPlan Requirement（五个字段）生成测试点覆盖大纲，附带存疑问题清单，并在 SQA 确认后批量归档测试点。
主要能力：
- 解析目标需求：支持需求链接、REQ 编号、既有会话绑定或需求草稿，不明确时先询问。
- 生成前刷新需求数据与已归档测试点数量，用于增量判断。
- 读取覆盖维度与复查清单两份参考文件后生成候选，按证据分流为测试点、存疑或排除。
- 测试点标题为“前置条件 + 被测行为 + 方向性预期”，并附 group、tags、priority（CRITICAL/HIGH/MEDIUM/LOW）。
- 通过 HTML Review 页面呈现、编辑与保存，Chat 只给需求摘要、存疑清单和打开方式。
- 支持增量：只提交本轮新增，不改动已归档条目。
