用途：在 AWS 故障调查、容量规划或预置新资源前，检查服务配额使用率，判断问题是否由触及服务上限引起，并在需要时申请提升配额。
主要能力：定位服务与配额（错误信息、推荐项或 CloudWatch 告警）；用 aws service-quotas get-service-quota 获取配额值与是否可调；用 CloudWatch 指标或 Describe/List API 统计当前用量；计算使用率并按 <70%、70%–84%、85%–94%、95%–100%、=100% 分级给出建议；对可调配额调用 request-service-quota-increase 提交申请（建议值为当前配额 1.5 倍，已耗尽时 2 倍），对不可调配额建议开支持工单，必要时用 create-support-case；提交前用 list-requested-service-quota-change-history-by-quota 查重，之后可验证新限额。
使用方式：需具备 servicequotas:*（ListServices、ListServiceQuotas、GetServiceQuota、RequestServiceQuotaIncrease、ListRequestedServiceQuotaChangeHistory、CreateSupportCase）与 cloudwatch:GetMetricData、GetMetricStatistics 权限。Service Quotas 为区域级服务，须在资源所在区域查询。常用命令：aws service-quotas list-services --query "Services[?contains(ServiceName, '<keyword>')]" --region <region>；aws service-quotas list-service-quotas --service-code <code> --region <region>；aws service-quotas get-service-quota --service-code <code> --quota-code <code> --region <region>；aws service-quotas request-service-quota-increase --service-code <code> --quota-code <code> --desired-value <value> --region <region>。
适用场景：限流或超限报错（ThrottlingException、LimitExceededException 等）、扩容失败、预置资源前评估、上线前就绪检查、配额主动监控。
限制：请求前需用户确认；部分配额不可编程提升，只能走支持工单；API 不预先说明是否自动批准；资源级配额需用 --context-id 传资源 ARN；速率类配额需用 CloudWatch 指标监控。其他细节暂未提供。
