用途：把 GitHub Issue 自动转交给 GitHub Copilot Coding Agent 实现。给 Issue 打上 ai-copilot 标签后，工作流自动将 Copilot 指派为负责人，Copilot 创建分支、编写代码并打开 Draft PR。
主要能力：基于标签触发自动指派；通过 GraphQL 查询 Copilot bot ID 并设置其为 assignee；配套 copilot-pr-ci.yml 在 PR 打开或更新时运行 CI（构建与测试）；可批量给积压 Issue 打标签，也可配合 Jira→Issue→Copilot PR 的流水线使用。
使用方式：需 GitHub Copilot Pro+ / Business / Enterprise 计划、仓库中启用 Copilot Coding Agent、已认证的 gh CLI 以及具备 repo 权限的 PAT。一次性初始化运行 bash scripts/copilot-setup-workflow.sh，它会注册 COPILOT_ASSIGN_TOKEN 密钥、部署 .github/workflows/assign-to-copilot.yml 并创建 ai-copilot 标签。之后可用 gh issue create --label ai-copilot、gh issue edit <num> --add-label ai-copilot，或 bash scripts/copilot-assign-issue.sh <num> 手动指派。查看结果可用 gh pr list --search 'head:copilot/'、gh pr view、gh pr checks。
限制：Copilot 被视为外部贡献者，PR 默认是 Draft；首次 Actions 运行前需要具备写权限的人手动批准，之后 CI 正常运行。需要特定 GraphQL 头：GraphQL-Features: issues_copilot_assignment_api_support,coding_agent_model_selection。可选的 plannotator 集成属于独立技能，并非必需。
适用场景：PM/设计师直接提交 Issue 后由 Copilot 开始实现；把重构、文档、测试等积压任务外包给 Copilot；处理 Vibe Kanban / Conductor 产生的后续工作；构建自动化流水线。
