用途：编排 egregore 流水线的 QUALITY 阶段，按路由表执行代码审查（code-review）、精简（unbloat）、代码精炼（code-refinement）、更新测试（update-tests）、更新文档（update-docs）等步骤，每个步骤加载 codex 中的约定检查并调用映射的技能。
主要能力：code-review 使用 C1–C5 约定与 pensive:unified-review，支持 self 与 pr 两种模式；unbloat 对应 conserve:unbloat；update-docs 使用 C5 约定及 sanctum:update-docs、scribe:slop-detector。自审流程：用 git diff --name-only main...HEAD 获取变更文件，从 conventions/codex.yml 加载并过滤约定，通过 conventions.py 运行检查，调用映射技能，收集发现并计算结论。结论分为 pass、pass-with-warnings、fix-required，并记录到 manifest decisions。存在阻塞项时进入自动修复循环，最多尝试 3 次，仍未解决则判定 fix-required。PR-review 模式用 gh pr diff <number> --name-only 获取差异，并调用 pensive:unified-review，随后按发现映射到 GitHub 审查：无发现 APPROVE，仅警告 COMMENT，阻塞项 REQUEST_CHANGES 并在行内注释前加“must fix”。
输入：step、mode（self-review 或 pr-review）、work_item_id、branch，PR-review 模式还需 pr_number。配置：工作项可含 quality_config 的 skip 与 only，only 优先，均未设置则运行全部步骤。
限制：不适用于 egregore 流水线外的手动代码审查；一次性 lint 或格式检查应直接使用 make lint。completion_integrity 为可选、默认关闭；开启后 fix-required 会作为步骤失败上报，最多重试 max_attempts 次，耗尽后标记失败并通知 overseer，PR 保留待人工审查。其余实现细节、收费与平台信息暂未提供。
