用途：在 ARC 守护进程环境中创建并维护完整网站，涵盖主题选择、多页生成、构建与服务、链接检查与站点诊断。
主要能力：通过 /web/.actions/create-site 建站；主题库位于 /web/.library/themes；新实例可写存储为 /work（非 /storage）。提供站点级 doctor 与 check-links 动作，用于诊断服务陈旧与悬空链接。
使用方式：先 arc skill list，再查看本手册；守护进程启动后优先用 arc afs explain /web 与 arc afs explain /web/.actions/create-site。建站示例：arc afs exec /web/.actions/create-site --instance <name> --args '{...}'，随后 arc afs ls /web/sites、arc afs explain /web/sites/my-site、arc afs exec /web/sites/my-site/.actions/check-links。组件类型名须从 list /web/.library/themes/{theme}/components 获取，不要臆造。
关键事实：build 将静态 HTML 写入磁盘 .web/.build，declare 启动独立生命周期的 HTTP 主机；构建成功不会自动重载 HTTP，若磁盘为新版本而页面仍旧，需 undeclare 后 declare 重载。端口区分：守护进程 http://localhost:4900/ 不是站点；站点主机为 http://<site>.localhost:<web-port>/en/。
限制：listing 类组件（product-showcase、content-card、news-ticker、technology-card）会生成集合 URL，若无对应详情页会导致 check-links 失败；建议使用 examples/starter-site/site.json 模板。本地 Pages 部署需守护进程启动时设 AFS_TEST_PAGES_LOCAL=1，或在 deploy 传 {"local": true}；客户端 shell 导出该变量不会影响已运行守护进程。站点 doctor 是 /web/sites/<name>/.actions/doctor，不是顶层 arc doctor。安装：arc skill install site。
