用途：把用户对 Hermes 产物的请求转换为一个确定的本地产物，无需审批流程。支持七种类型：skill、native-plugin、portable-plugin、soul、agents、user-draft、memory-draft。其中 USER、MEMORY 仅生成草稿，不直接应用。
主要能力：skill 生成配对的 SKILL.md 与 SKILL.ko.md、references 细节文件和模板；native-plugin 生成 manifest、确定性的 register(ctx)、面向模型的 schema 和校验 handler；portable-plugin 生成锁定 v1.0.0 的包并通过 Hermes 子集校验。
使用方式：先读 rules/routing.md 和 rules/write-safety.md 分类并约束范围，将规范化 spec 写为排序键 UTF-8 JSON、权限 0600，放于 <workspace-root>/.hermes-agent-maker/manifests/。运行命令：bun scripts/generate.mjs --manifest <workspace-root>/.hermes-agent-maker/manifests/<kind>-<name>.json --workspace <workspace-root>。portable-plugin 生成后用 bun scripts/validate-portable-v1-output.mjs --root <artifact-root> 复校。需覆盖已有产物时才设 overwrite: true，目录覆盖还须 ownership.json 有效；工作区根按显式指定、宿主声明、git 仓库根的顺序解析，无法确定则询问。
适用场景：需构建可复用 Hermes 技能的本地开发工作流。
限制：拒绝安装、登录、启用、网关/Discord、凭证、网络传输等请求；无循环重试，失败即终止；不生成占位内容；未在资料中提供价格与平台信息。
