用途：基于阿里云 CLI 与 SDK 管理 MaxCompute（ODPS）Quota 资源，覆盖按量付费 Quota 的创建、单个 Quota 详情查询与 Quota 列表查询。包年包月（预付费）Quota 仅支持查询与列出，创建需通过阿里云控制台；删除 Quota 无 API，须在控制台完成；Quota 修改不在本技能范围内。
主要能力与用法：需使用阿里云 CLI 3.3.3 及以上版本，并安装 maxcompute 插件：aliyun plugin install maxcompute、aliyun plugin update maxcompute。执行前需启用 AI-Mode：aliyun configure ai-mode enable 并设置 User-Agent；每次 aliyun CLI 调用需带 --user-agent AlibabaCloud-Agent-Skills/alibabacloud-odps-quota-manage；结束时须执行 aliyun configure ai-mode disable。列出配额使用 aliyun maxcompute list-quotas --billing-type payasyougo --region <R>；查询使用 aliyun maxcompute query-quota --nickname <N> --region <R>；创建按量付费配额须先 list-quotas，列表为空时才可执行 aliyun maxcompute create-quota --charge-type payasyougo --commodity-code odps --region <R> --client-token <UNIQUE_TOKEN>，国际站 commodity-code 为 odps_intl。
限制与注意：创建前必须先调用 list-quotas，禁止使用已弃用的 get-quota，拒用 aliyun quotas 与 BssOpenApi 命令；所有参数需与用户确认；nickname 最多 64 字符，含中文需 URL 编码；任务完成后需创建 outputs 与 ran_scripts 目录并写入结果文件。凭据使用默认凭据链，不应在命令中显式传递。
