Stage One: Version Determination and Pre-screening

Read references/00-Version Selection and Scope of Application.md。

Execution steps:

  1. Version determination(choose one of two, no comparative review):

    • 2011 version:GB 7718-2011 + GB 28050-2011
    • 2025 version:GB 7718-2025 + GB 28050-2025
    • The applicable version must be confirmed by the user through AskUserQuestion and must not be inferred on one's own. Currently in the 2011→2025 transition period, the same enterprise may have some products subject to the old version and some to the new version. The version choice directly affects the review conclusion and must be explicitly specified by the user (the commissioning party).
  2. Label category identification(choose one of three):

    • 直接提供给消费者 — full standard requirements
    • 非直接提供给消费者(B2B) — simplified labeling (only food name, net content/specification, production date, shelf life, and storage conditions are required)
    • 进口预包装食品 — additional requirements (country of origin, importer information, Chinese label, etc.)
  3. Exemption check:

    • General label small-package exemption: ≤20cm²(2025) / <10cm²(2011)
    • Nutrition label exemption: determined according to the exemption conditions in references/00 → if exempt, skip Stage Three
    • Shelf life exemption: some alcoholic beverages, etc.

Output: version label + category label + exemption status + list of review modules to be executed

Stage Two: General Label Review (GB 7718)

2a. Completeness check of mandatory items

Before entering the item-by-item review, first check against the list of mandatory items to confirm whether the labelcontainsthe following statutory mandatory items.Missing any mandatory item is marked as high risk.

Prepackaged foods provided directly to consumers:

# Mandatory item 2011 2025 Remarks
1 Food name Mandatory Mandatory
2 Ingredient list Mandatory Mandatory Single ingredient may be exempt
3 Net content and specification Mandatory Mandatory
4 Name, address, and contact information of the producer/operator Mandatory Mandatory
5 Production date Mandatory Mandatory Some alcoholic beverages may be exempt (2025)
6 Shelf life Mandatory Mandatory Some alcoholic beverages/vinegar/salt, etc. may be exempt
7 Storage conditions Mandatory Mandatory
8 Food production license number Mandatory Mandatory Imported food may be exempt
9 Product standard code Mandatory Mandatory Imported food may be exempt
10 Allergenic substances Recommended Mandatory Upgraded to mandatory in 2025

B2B (not directly provided): Only #1, #3, #5, #6, #7 are required.

Small package exemption: According to the items that may be simplified for labeling as specified in references/00.

After recording all missing items, proceed to 2b.

2b. Item-by-item content compliance review

Load the references of the corresponding version in a fixed order, and review whether the content of eachalready existinglabel item is compliant:

# Review item 2011 document 2025 document
1 Food name 01-Food Name-2011 01-Food Name-2025
2 Ingredient list 02-Ingredient List-2011 02-Ingredient List-2025

Stage 3: Nutrition label review (GB 28050)

If Stage 1 has determined exemption from the nutrition label → skip this stage, and note the reason for exemption in the report.

Note: If a food exempt from the nutrition label still displays any nutrition information, it shall still be implemented in accordance with the standard.

3a. Completeness check of mandatory items on the nutrition label

Confirm whether the nutrition labelcontainsthe following legally mandatory items. Any missing item shall be flagged as a risk.

Mandatory labeling items in the 2011 version ("4+1"):

# Mandatory item
1 Nutrition facts table (boxed table format)
2 Energy (kJ)
3 Protein (g)
4 Fat (g)
5 Carbohydrate (g)
6 Sodium (mg)
7 NRV% for each item

Mandatory labeling items in the 2025 version ("6 + energy + warning statement"):

# Mandatory item Remarks
1 Nutrition Facts table (boxed table format)
2 Energy (kJ)
3 Protein (g)
4 Fat (g)
5 Saturated fat (g) New in 2025

7 Sugars (g) New in 2025
8 Sodium (mg)
9 NRV% for each item
10 "Children and adolescents should avoid excessive intake of salt, oil, and sugar" New in 2025

Additional mandatory labeling conditions (common to both versions):

  • When making a claim about a nutrient other than those in 4.1 → that component must be declared in the Nutrition Facts table
  • If a nutrient fortification agent is used → the fortified component must be declared
  • If hydrogenated/partially hydrogenated oils or fats are used → trans fatty acids must be declared

DOCX report generation (optional)

If the user requests a review report in Word document format, after completing the Markdown report output in Phase 4, additionally perform the following steps:

  1. Write the review results to a JSON file with the following structure:
{
  "basicInfo": {
    "食品名称": "XX牌牛奶",
    "审核日期": "2026-02-11",
    "适用标准": "GB 7718-2025 + GB 28050-2025",
    "标签类别": "直接提供给消费者",
    "营养标签": "需审核"
  },
  "conclusion": "通过 | 需修改后通过 | 不予通过",
  "riskLevel": "高 | 中 | 低",
  "issues": [
    {
      "title": "问题简述",
      "type": "违规类型",
      "risk": "高 | 中 | 低",
      "description": "问题描述",
      "quote": "标签原文摘录",
      "violation": "违反条款",
      "suggestion": "修改建议"
    }
  ],
  "suggestions": "合规建议",
  "disclaimer": "免责声明(可选,有默认值)"
}
  1. Run the generation script:
node scripts/generate_report.js <input.json> [output.docx]

Generated DOCX format: FangSong font, size-12 body text, 1.5 line spacing, headers and footers, color-coded risk levels.

Risk level determination criteria

  • High risk (missing mandatory items / substantive violations):

    • Missing legally mandatory items (food name, ingredient list, production date, shelf life, producer information, net content)
    • Missing Nutrition Facts table (for non-exempt products)
    • Missing mandatory nutrients to declare (2011: energy + 4 items; 2025: energy + 6 items)
    • Missing allergen labeling (mandatory in 2025)
    • False/misleading labeling content
    • Nutrition claims inconsistent with actual nutrition values
  • Medium risk (format/compliance issues):

    • Date format does not meet standard requirements
    • Nutrition facts table does not conform to the boxed table format specification
    • Ingredient list is ordered incorrectly (not in descending order)
    • Food additive naming is not standardized
    • Missing warning statement for children and adolescents (2025)
    • Mandatory items are present but content is incomplete
  • Low risk (detail/suggestion issues):

    • Optional labeling items are not labeled
    • Format fine-tuning suggestions (font size, layout)
    • Recommended labeling is missing (2011 allergenic substances)

Review principles

  1. First check "whether it exists," then check "whether it is correct": The core distinction in food label review—first verify whether all legally mandatory items are complete, then review the compliance of the content item by item
  2. Do not mix versions: Once the version is determined, always use the rules of the corresponding version and do not make cross-version comparisons
  3. When in doubt, be strict: For ambiguous wording, tend to flag the risk
  4. Layered output: High-risk issues must be prominently marked, while low-risk issues may be explained together
  5. Provide alternatives: For each issue, provide actionable revision suggestions as much as possible
  6. Distinguish factual judgments from legal judgments: Matters that cannot be determined solely from the label text should be marked as "recommend verification"
