Legal notice
This is a free information tool operated by an AI model. It gathers public information on prices, cashback and subscriptions, and quotes provisions of the Consumer Protection Law, 5741-1981, with no involvement, review or approval by a lawyer. Its output is not legal advice and not a legal opinion; it is general information and raw material for you to draft from. It does not examine the contract you signed, does not determine which cancellation regime actually applies to your transaction, and does not assess the prospects of a claim or the remedy a court would in fact award. An AI model may err, cite a provision that has since changed, or present a wrong conclusion.
Any text this tool drafts is an automatic draft for your own personal organisation only. It is not a document prepared by a lawyer and may not be relied on as evidence. It is not a substitute for advice that takes account of the particular circumstances and needs of each person, and before starting proceedings, signing a document, or filing with an authority or a court you should consult a lawyer.
Price Comparison Platforms
| Platform | URL | What It Compares | Best For |
|---|---|---|---|
| Zap | zap.co.il | Electronics, appliances, gadgets | Finding lowest price across retailers |
| Pricez | pricez.co.il | Groceries, pharmacy products | Food and pharmacy price comparison across chains |
| Wisebuy | wisebuy.co.il | Electronics, appliances | Expert reviews + price comparison |
Zap.co.il Strategies
- Set price alerts -- Zap allows email alerts when a product drops below your target price
- Check price history -- see if current price is genuinely low or inflated before a "sale"
- Compare with shipping -- some cheaper stores charge high shipping, check total cost
- Read user reviews -- filter by verified purchases, ignore reviews without details
Cashback and Rebate Platforms
| Platform | URL | How It Works | Rebate |
|---|---|---|---|
| Cashback.co.il | cashback.co.il | Browser extension + app, earn rebates on purchases | Set per store and changes often; read the live rate |
| Cashdo | cashdo.co.il | Cashback on purchases at Israeli retailers | Set per store; read the live rate |
| PayBack | pay-back.co.il | Max's own cashback service ("PayBack of max") | Set per store; read the live rate |
| BuyMe | buyme.co.il | Gift cards and experience vouchers | In general experience a discount, where there is one, comes through an employer welfare club or a card club offer rather than the site itself |
Rates are set store by store and move with promotions, so read the live rate at purchase.
Cashback Stacking Strategy
Maximize savings by combining multiple discount layers on a single purchase:
- Credit card cashback -- use a card with cashback for the store category (a flat-cashback card for general spending, or a card whose club benefit covers that specific chain)
- Cashback platform -- route purchase through Cashback.co.il or Cashdo for additional rebate
- Store loyalty program -- earn points at the retailer's own club
- Discounted gift card -- buy BuyMe or store gift cards at a discount, pay with them
- Coupon codes -- check Israeli coupon aggregators before checkout
Example (hypothetical rates, for the arithmetic only): a 1,000 NIS appliance, paid with a BuyMe card bought at 10% off through a welfare club, so the user pays 900 NIS for the card:
- Discounted gift card: 100 NIS
- Credit card 3% on the 900 NIS card purchase: 27 NIS, only if the card's cashback covers gift-card purchases (check the terms; many programmes exclude them)
- Cashback platform 5%: in general experience usually 0, because platforms commonly exclude orders paid with a gift card or store credit. Where one does track the order, it rebates on the order value the store sees (here 1,000 NIS, often before VAT and shipping), not on the 900 NIS paid for the card
- Realistic total: 100 + 27 = 127 NIS (12.7%), or 100 NIS if the card excludes gift-card purchases
PayBack belongs to Max, so with a Max card check the PayBack terms before assuming the two rebates stack.
Credit Card Perks Optimization
Major Israeli Credit Card Companies
| Company | Popular Cards | Best Perks |
|---|---|---|
| Cal | Cashback, club and category cards | Cashback on card purchases, capped annually per product |
| Max (formerly Leumi Card) | MAX Back Total and related cashback cards | Flat cashback across all purchases |
| Isracard | +CashBack (the card formerly marketed as Isracard Cashback), club cards, El Al FLY CARD | Cashback, club benefits, flight points |
Card product names and annual cashback caps churn every year or two. Do not quote a product name, rate, or cap from memory. Open the issuer's current card catalogue on its own website first.
Key Credit Card Benefits to Use
- Installment payments (tashlumim) -- many Israeli retailers offer interest-free installments, but in general experience the interest-free window is often short; longer terms (and credit-company "credit"/kredit plans) frequently carry interest. Always verify "tashlumim l'lo ribit" (interest-free) for the specific term before choosing installments over a single payment
- Extended warranty and purchase protection -- some premium cards include them, but the length and coverage differ from card to card, so read the specific card's terms before relying on either
- Airport lounge access -- premium cards include Priority Pass or equivalent. Verify on the specific card's terms; lounge benefits are cut and re-added frequently
- Insurance benefits -- travel insurance, purchase insurance, extended warranty
Choosing the Right Card
| Spending Pattern | Recommended Card Type | Why |
|---|---|---|
| High spender (8K+ NIS/month) | A flat-cashback card such as MAX Back Total | Percentage-based savings add up |
| Supermarket-heavy | Category cashback with grocery bonus | Higher cashback rate on groceries |
| Traveler | El Al FLY CARD, the El Al frequent-flyer co-brand, now issued by Isracard. El Al's own FAQ states a CAL-issued FLY CARD keeps earning Matmid points only until 31 December 2026, so a holder who wants to keep earning has to move to the Isracard card | Accumulate for flights |
| Family | Family card with multi-user benefits | Shared points, family discounts |
Subscription Audit Workflow
Step 1: Identify All Recurring Charges
Check these sources for recurring charges:
- Credit card statements -- log into Cal, Max, or Isracard portal, filter by recurring/hora'at keva
- Bank standing orders (hora'ot keva) -- check your bank app for automatic debits
- App Store / Google Play -- check subscription settings for in-app subscriptions
- Email search -- search inbox for "renewal", "subscription", "charged", "tashlum"
- Annual charges statement -- every continuous-deal business must send, each March, a statement of last year's charges and any unpaid balance (s.13ב(ב1)); ask for it if it did not arrive. A debt beyond it is the business's to prove
Step 2: Categorize and Evaluate
| Category | Common Israeli Services | Indicative Monthly Cost | Alternatives |
|---|---|---|---|
| Streaming (video) | HOT VOD, YES+, Netflix, Disney+, Apple TV+ | 30-50 NIS each | Share family plans, rotate services |
| Streaming (music) | Spotify, Apple Music, YouTube Premium | 20-35 NIS | Family plan (up to 6 users) |
| Telecom | Cellcom, Partner, Pelephone, HOT Mobile | 50-150 NIS | Move to a budget plan (Golan, Rami Levy Mobile). Port the number, do not cancel first, see Gotcha 9 |
| Internet | Bezeq, HOT, Partner, Cellcom | 80-150 NIS | Bundle with TV, negotiate renewal |
| Gym | Holmes Place, Hapoel, local studios | 150-400 NIS | Municipal pools/gyms (much cheaper). Gym contracts have their own statutory exit, see Gotcha 6 |
| Electricity | IEC plus private suppliers | Varies with consumption | A private supplier sells the same electricity at a discount off the regulated tariff, see Gotcha 10 |
| Insurance | Various | 100-500 NIS | Compare annually; pull your full policy list from Har HaBituach (harb.cma.gov.il) to spot duplicate coverage |
| Bank fees | All banks | 20-50 NIS | Negotiate or switch to a digital bank, and see Gotcha 7 on the Bank of Israel fee reform |
| Cloud storage | iCloud, Google One, Dropbox | 10-30 NIS | Use free tier, consolidate services |
| News | Haaretz, TheMarker, Ynet+ | 30-60 NIS | Check if included with credit card perks |
Step 3: Take Action
For each subscription, decide:
| Decision | Action | Indicative Savings |
|---|---|---|
| Cancel | Unused or rarely used service | Full monthly cost |
| Downgrade | Premium plan but only use basic features | 30-50% of cost |
| Switch | Cheaper alternative exists | 20-60% of cost |
| Share | Split family/group plan | 50-80% of cost |
| Negotiate | Call retention dept, threaten to cancel | 10-30% discount |
| Keep | Good value, actively used | No change |
Step 4: Calculate Annual Savings
Add up monthly savings x 12 where prices are flat. Even 200 NIS/month in savings = 2,400 NIS/year. Where a price changes mid-year (introductory months, a promotion ending) or an exit costs a notice month and a fee (a gym), sum the year month by month instead.
Seasonal Sales Calendar
Israeli sale windows (post-Purim, Pesach, end of summer, Black Friday, Hanukkah, year end, Tu BiShvat) and indicative discount ranges are in references/seasonal-sales-calendar.md; check Zap's price history before trusting a "sale".
Deals Platforms
| Platform | What It Offers | Best For |
|---|---|---|
| BuyMe | Gift cards, experiences, discounted vouchers | Gift giving, self-purchases at discount |
| Employer or union welfare club (welfare club / workers' committee) | Discounted gift cards, leisure and shopping benefits | Anyone whose workplace has one. Yours.co.il, for example, is the club for local-authority employees, not an open club |
Telecom Savings (Quick Guide)
Israeli mobile plans are competitive. Budget-conscious options:
| Provider | Type | Published entry plans | Notes |
|---|---|---|---|
| Golan Telecom | Cellcom brand (see note) | 34.90 NIS / 300GB, 39 NIS / 400GB, 49 NIS / 750GB 5G, 59 NIS / 1500GB | Cheap, no-frills. Quotas, not unlimited |
| Rami Levy Mobile | MVNO | Read the current plan on ramilevy-mobile.co.il | Check the quota and what applies after any fixed-price period |
| Hot Mobile | Full carrier | roughly 50-80 NIS/month, verify on their site | Better coverage |
| Cellcom/Partner/Pelephone | Full carrier | roughly 70-150 NIS/month, verify on their site | Best coverage, highest price |
Golan is not an independent competitor to Cellcom. Its own site states that since 24.12.2023 Golan's services are provided under Cellcom's licences ("From 24.12.2023 Golan's services will be provided... on the basis of the licences of Cellcom Israel Ltd."). Moving a Cellcom line to Golan is a move within the same group, which can still cut the bill sharply, but do not present it to the user as switching to a rival network. The 34.90 and 39 NIS Golan prices are marked on its page as 12-month promotions ("the promotion is valid for 12 months"), and the 750GB and 1500GB plans carry introductory months at a lower price, so read the post-promotion price in the plan's terms before quoting a saving. Only the Golan prices were read off the provider's own page; check the other rows on the carrier's site.
Retention tip: Before your contract renews, call the retention department (machleket shimeor lakokhot) and tell them you're considering switching. In general experience this often produces a discount, though nothing obliges the carrier to offer one.
Examples
Example 1: Monthly Expense Audit
User says: "I feel like I'm spending too much every month, help me find savings"
Actions:
- Guide through the subscription audit workflow (Steps 1-4)
- Check credit card statements for recurring charges
- Identify top 3 savings opportunities (typically: streaming overlap, overpriced telecom, unused gym)
- Calculate potential annual savings
- Provide actionable steps for each item (cancel, switch, negotiate)
Result: A savings plan with the monthly and annual figure computed from the user's own bills.
Example 2: Smart Purchase
User says: "I want to buy a new washing machine, how do I get the best deal?"
Actions:
- Search Zap.co.il for model comparison and price history
- Check if current price is at a seasonal low
- Apply cashback stacking: credit card + Cashback.co.il + discounted gift card
- Recommend interest-free installments (tashlumim)
- Remind about credit card extended warranty
Result: Best price found with maximum cashback applied, purchased on installments.
Example 3: Telecom Savings
User says: "I'm paying 120 NIS/month for my phone plan, is that too much?"
Actions:
- Compare with current budget prices (Golan publishes 34.90 NIS for 300GB and 39 NIS for 400GB as 12-month promotions; check Rami Levy Mobile's current plan the same way)
- Check if user needs premium carrier features (international roaming, best coverage)
- If not, price the move to a budget plan and quote the saving from the two published prices, not from a remembered range
- If staying, recommend calling the retention department for a better deal
- Calculate the first-year saving month by month (current price minus that month's plan price, summed over 12 months, using the plan's introductory and post-promotion prices), say which plan it came from, and check whether the user's own price is itself a promotion that ends (see Gotcha 4)
Result: Recommendation to switch or negotiate, with specific plan comparison.

Gotchas
1. Cashback Platform Conflicts
Some cashback platforms (Cashback.co.il, Cashdo) do not stack with each other. Using two cashback extensions simultaneously can cause neither to track the purchase. Always use only one cashback platform per transaction.
2. Whether a Gift Card Can Be Refunded Depends on Where It Was Bought
A card bought online is a distance sale: it can be cancelled within 14 days (s.14ג(ג)), the business must refund within 14 days and may keep at most 5% of the price or 100 NIS, whichever is lower (s.14ה(ב)(1)), and a person aged 65 or over, a person with a disability, or a new immigrant within five years has four months where the deal involved a conversation with the business (s.14ג1). A card bought in a shop: whether it can be returned depends on the shop's posted returns policy (s.4ג), so do not tell the user flatly that it is non-refundable.
Validity. Under s.14ח(ב) a general gift card that carries an expiry date must run at least five years from issuance, but the s.14ח(א) definition excludes a card meant for one type of product or service only (a spa day, say). The Payment Services (Exemption) Regulations add a renewal right (a further 5 years, or 10 years where the balance exceeds 150 NIS) and yearly notices, but only for exempt multi-merchant cards (not reloadable, holding up to 1,500 NIS) issued from 14 April 2022, and the regulations themselves run only until 14 July 2028. So "up to 15 years" is a floor plus a conditional renewal, not a single validity. Check the conditions in references/consumer-law-details.md before telling a user a card is dead, or that it can be renewed.
3. Installment Payments (Tashlumim) Are Not Always Free
Israeli retailers advertise installments freely, but the interest-free window is set per retailer and per product, and in general experience is often only a few payments. Longer plans, and the credit-card companies' own "kredit" plans, frequently carry interest. There is no general rule that a particular number of payments is safe, so read the specific offer and confirm "tashlumim l'lo ribit" for the exact number of payments before choosing installments over a single charge.
4. Promotional and Retention Prices End, and the Law Says How
A discounted period given on terms (a 12-month promotional price, a retention discount for staying) is generally a "fixed-term transaction" under section 13א; the definition excludes a price cut for a limited period without any condition. Where the business charges by standing authorisation, it must give the end date between 60 and 30 days before it, print it on every invoice in the last three months, and send an SMS 21 days before if it has the user's mobile number. By default a term continuing the deal past the end date has no effect (13א(ג)(1)). The price may rise only under one of two independent exceptions (13א(ד)):
- Telephony or gas (the Third Schedule), with a written notice in the notice period stating the terms and the right to end the deal at any time. Home internet and pay TV are not in that Schedule.
- Any discount-period deal, a telephony one included, where the post-promotion amounts were stated in writing at signing and a written notice was given. No notice is needed where the discount ends within four months of signing (introductory months), but the consumer may then leave after that date free of charge.
If the business keeps charging after the user asked it in writing to stop, or without the required written notice, s.31א(א)(2א) allows statutory damages up to 10,000 NIS without proof of loss; the written request (email counts) is a precondition to suing (s.31א(ב)). Diarise the end date. Detail: references/consumer-law-details.md.
5. Israeli Consumer Protection Law on Cancellation
The 14-day cooling-off right ("tkufat tzinun") attaches to door-to-door sales (Sec. 14) and distance/online sales (Sec. 14ג), not to every contract. A continuous service signed up online or by phone is also a distance sale, so within 14 days it can be cancelled with a s.14ה refund whether or not the service has begun (s.14ג(ג)(2)). At any time, continuous contracts (telecom, streaming, and similar) can be ended under the continuous-transaction (esek mitmashech) provisions, which are unusually favourable:
- Section 14ט(א) requires the business to accept a cancellation notice by any of: orally by phone or at the premises, registered mail, email, fax (if it has one), the internet where the deal could be made online, and any further channel the Minister sets.
- Section 14ט(ב): where the deal can be made online, the business must place a dedicated cancellation link on the home page of its website, positioned "in a prominent and clear manner" (prominently and clearly). This is a duty, not a courtesy, so a user who cannot find it is not stuck with a phone queue.
- Section 13ד(ג): the contract ends within three business days of the notice, or six business days if sent by registered mail, and from that date the business must stop supply and stop charging for anything supplied afterwards.
- Section 31א lets a court award statutory damages up to 10,000 NIS with no proof of loss, including where the consumer sent a cancellation notice under 14ט and the business kept charging (para (2ב)), and where an overcharge was not refunded (para (2ב1)). A claim requires a prior written request; for (2ב) a 14ט notice suffices, but not an oral one (s.31א(ב)). So cancel by email, the website link or registered mail, and keep the proof.
- Section 18ב: telephony, mobile, internet access, cable and satellite TV, gas, the essential-service electricity supplier and water suppliers (the Second Schedule) must run a free phone line, and where it uses automatic call routing, a professional human must answer a cancellation ("termination of engagement") call within six minutes, with no forced voicemail (a sector regulator may approve deviations).
6. Gym and Timeshare Contracts Have Their Own Exit Route
A fixed-term gym membership is cancellable at any time under section 13א1 and the Fourth Schedule: notice in writing, effective at the end of one month. If use has begun, the business may keep the pro-rata value of use up to the effective date and a fee, which is not a flat percentage: months from the start up to the effective date (the notice month included) multiplied by the gap between the contract's average monthly price and the monthly price of the alternative open-ended track, and only where that alternative price was disclosed in writing before signing. The fee is capped at the lower of 25% of the consideration (registration fees included) in the first third of the term, 20% in the second, 17% in the last, and what remains to be paid. The definition of gym excludes some courses and seasonal pools, and the same schedule covers a timeshare (vacation unit) on its own terms; see references/consumer-law-details.md. Ask for the calculation, and do not let a user be told the contract is "locked for a year".
7. Bank Fee Reform: the Debit-Card Cap is Live, the Rest is Staged
The Bank of Israel published a reform of household and small-business account fees on 21 June 2026 (circular ח-06-2851). Check the date:
- From 1 October 2026 (in force): the monthly immediate-debit card fee is capped at 7 NIS, for every card including ones issued earlier. The existing three-year debit-fee exemption for a customer who also holds a credit card continues in parallel until 1 July 2027, so a user on that exemption may stay exempt until then, though banks may bring the change forward. From the same date banks may no longer charge for a cheque returned for a technical reason, for locating accounts, or for handling inheritances and estates.
- From 1 July 2027 (banks may start earlier): the new payment-account service, capping the monthly fee at 10 NIS for the first 100 transactions, 5 NIS where 0 to 2 transactions were made, and 1 NIS for each transaction beyond 100.
It applies automatically and is addressed to banking corporations, so do not assume it reaches credit-card company fees. Tell the user to check the October statement: a bank debit-card fee above 7 NIS is a question for the bank and then for the Bank of Israel's public enquiries unit (the Public Enquiries and Consumer Supervision Unit), not for the Consumer Council. Do not tell a user the account-fee caps already apply before July 2027.
8. A Refund Voucher is Not the Same as a Gift Card
Where a purchase is cancelled and the business hands out a credit voucher instead of money, section 14ז sets its own rules: it is valid for at least two years from the day it is handed over, it must be for the amount actually paid, redemption may not be conditioned on producing the original invoice, and a term restricting redemption (including during a sale) has no effect. And under 14ז(ג), if the user buys something cheaper than the voucher's face value and the leftover is 5% of the voucher or 100 NIS, whichever is lower, they are entitled to that leftover in cash. This applies to a gift voucher too.
9. Which Cancellation Regime Applies, and the Telecom Trap
Four regimes sit side by side and they are not interchangeable. Help the user identify which regime the contract appears to fall under, and have them confirm it against the contract, before drafting anything:
| The contract | Route | Key mechanics |
|---|---|---|
| Continuous service (streaming, cloud, most subscriptions) | s.14ט notice + s.13ד(ג) | Any of the six channels; ends in 3 business days, 6 by registered mail |
| Gym / health-club membership for a fixed term | s.13א1 + Fourth Schedule | Written notice; effective at the end of one month; capped cancellation fee |
| One-off purchase made online or by phone | s.14ג + s.14ה | 14 days to cancel; a fee of at most 5% of the price or 100 NIS, whichever is lower, and no fee where cancelling for a defect, a mismatch, late delivery or another breach (s.14ה(א)) |
| A credit voucher received instead of a refund | s.14ז | 2 years' validity, no invoice needed, cash change on a small remainder |
Mobile lines are the exception, and getting it wrong is expensive. Do NOT send a cancellation notice to the current mobile carrier as the first step. Start the move at the receiving provider and let the number-porting process close the old line; a cancellation sent first can release the number, and the user loses the number itself, not just the discount. Cancel first only where the user genuinely wants the line gone.
When the merchant stonewalls, there is a second lever. A recurring charge taken by standing authorisation (authorisation to debit an account) can also be stopped through the bank, independently of the merchant, so a user who cannot get a straight answer should raise it with the bank as well as sending the statutory notice. That is a parallel route, not a substitute for the notice, because the s.31א remedy depends on the notice.
10. Electricity Supply is a Switchable Contract Too
Household electricity supply in Israel is open to private suppliers who sell at a discount off the regulated tariff while the physical supply and the grid stay unchanged. It belongs in the subscription audit because the saving is annual and applies to a bill nobody thinks of as a subscription. Suppliers offer two kinds of track: a flat discount at all hours (Cellcom Energy, for example, publishes 7.5% Sunday to Thursday) and time-of-use tracks with larger discounts in set hours (the same page offers 15% from 23:00 to 07:00). A time-of-use track only saves money if consumption actually falls in those hours, and the user should ask whether their meter type qualifies for it. Ask the supplier whether an existing IEC discount entitlement carries over. Treat it like any other contract: check the discount actually offered, the term, and what happens when a promotional period ends, and compare against the regulated tariff rather than against the supplier's own headline.

Troubleshooting
Error: "Cashback not tracked"
Cause: Ad blocker or competing browser extension interfered with tracking Solution: Disable ad blockers and other cashback extensions before clicking through. Use incognito mode with only the cashback extension enabled. Contact cashback platform support with order confirmation for manual credit.
Error: "Cannot cancel subscription"
Cause: Service provider making cancellation difficult Solution: section 14ט(א) of the Consumer Protection Law obliges the business to accept a cancellation notice through several channels, including email and (where the deal could be made online) the internet, and 14ט(ב) obliges it to put a prominent cancellation link on its website's home page. Send the notice in writing through one of those channels (an oral notice does not support a later s.31א claim) and keep the proof; under 13ד(ג) the contract then ends within three business days, six if sent by registered mail. If charges continue after that, section 31א allows statutory damages of up to 10,000 NIS without proof of loss. Escalate to the Consumer Council (Moetzet HaTzarchanut) or the Gov.il complaint service.
Error: "I was charged more than the agreed price on a recurring subscription"
Cause: A price rise at renewal, a discount that expired, or a billing error on the standing authorisation Solution: Section 13ד1 gives a concrete timetable. Once the consumer says they were charged an amount above what the terms allow, the business has ten business days to investigate and twenty-one business days to send a reasoned written answer. If it finds it overcharged, it must refund within four business days, with shekel interest from the date of collection plus 16 NIS towards the consumer's expenses. Both that 16 NIS and the 50 NIS threshold below are the statute's base amounts, updated by the CPI every 1 January since 2013 (13ד1(ג)), so the current figures are somewhat higher. A refund under 50 NIS may instead be credited on the next billing date. If the refund never comes, section 31א(א)(2ב1) allows statutory damages of up to 10,000 NIS without proof of loss.
Error: "Credit card benefits not applied"
Cause: Purchase category may not match the cashback category Solution: Check your credit card's specific benefit terms. Some cards define categories narrowly (e.g., "supermarkets" may not include convenience stores). Contact the card company to verify which merchant codes qualify.
