Execution steps

  1. delivery-policy.md read, and determine the distribution mode
  2. On explicit invocation, select R2 distribution unless local-only is specified
  3. When distributing to R2, r2-static-delivery.md read, and create a new v{N} determine
  4. generation-workflow.md generate HTML in accordance with, and artifacts/ save to
  5. checklist.md satisfy the always-required requirements and verify locally
  6. When distributing to R2, --remote upload with, and confirm the public URL, Content-Type, display, and comment functionality
  7. In the completion report, return a verified URL with a version number (for R2) or the local path and reason for non-distribution (for local)
