Lightfast Local Infra

Local DB/Redis provisioning for this repo. Replaces the old pnpm db:up, pnpm redis:up, pnpm dev:setup, and pnpm dev:doctor scripts.

Boundaries

• No provisioning runtime scripts, root package scripts, or replacement CLI.
• No interactive pscale auth login in the agent shell — ask the human.
• No provider deletes. drop is intentionally deferred.
• Only write the managed keys listed in references/env-files.md to local override files. Do not write DB/Redis credentials to Vercel-pulled env files.

Shared helpers live in `lib/` and are invoked by the references above.
