The user doesn't know what they want to build. Ask 3 questions, one at a time:
- Who is this website for? — User group? What are they looking for?
- What is the core functionality? — What is the minimum needed to go live?
- Is the content ready? — Do you have copy, images, and a logo?
Once the questions are done, summarize it into a one-sentence requirement. Then ask the user: Start building?
