Huawei Cloud · ICP Filing Knowledge Q&A

Built-in ICP filing knowledge base, providing direct retrieval-based Q&A.

Prerequisites

External dependencies (required for search fallback)

When the knowledge base cannot cover a question, this Skill will call agent-reach 's Exa search for completion.

Why it is needed: The search capability is provided by agent-reach; this Skill is only responsible for the judgment logic and output format.

Installation method(copy to AI for execution):

After installation is complete, verify:

mcporter call 'exa.web_search_exa(query: "test", numResults: 1)'

Knowledge base preparation

This Skill comes with an ICP filing knowledge base, located in the ./kb/ directory:

  • index.json: Knowledge base document index (pre-generated, ready to use out of the box)
  • kb/: Original Markdown document directory

To update the knowledge base content, please:

  1. Update the Markdown files in the kb/ directory
  2. Run python scripts/build_index.py to regenerate the index

Environment check

Ensure the following paths are accessible:

Trigger conditions

Activated when the following conditions are met simultaneously：

  1. The user mentions "Huawei Cloud" or "Huawei Cloud ICP"
  2. And mentions one of the following keywords:
    • Filing-related: filing, filing process, filing materials, filing conditions, filing review, filing rejection, filing cancellation, filing change
    • Resource-related: authorization code, filing authorization code
    • Question type: FAQ, frequently asked questions, questions, what to do
    • Specific scenarios: adding a website, domain filing, individual filing, enterprise filing, branch office filing

Example questions：

  • "What materials need to be prepared for Huawei Cloud ICP filing?"
  • "What should I do if the filing is rejected?"
  • "How is the authorization code generated?"
  • "Can a branch office file under the parent company's account?"
  • "What is the difference between individual filing and enterprise filing?"
  • "What should I do if the ECS filing count exceeds the limit?"

Retrieval process

Step 1: Read index.json

First read index.jsonto understand which documents are in the knowledge base, and the type and summary of each document.

Step 2: Semantic matching to select documents

Based on the semantics of the user's question, select the 1-3 most relevant documents from index.json.

Matching basis:

  • title: Document title
  • case_types: Case type tag
  • summary: Document summary (LLM-generated)
  • The core intent of the user's question (e.g., "materials" → find materials-related documents)

Step 3: Read the selected documents

Read the original text of the Markdown documents selected in index.json.

Step 4: Extract Relevant paragraphs

Find the paragraphs/sections in the original document text that are most relevant to the user's question.

Step 5: Assemble the answer

Assemble the answer according to the response format.

Step 6: Search fallback (conditionally triggered)

When the following situations occur, enable web search supplementation (see references/search-fallback.md）：

Trigger condition Action
Knowledge base retrieval results have low relevance (<0.3) or are empty Search immediately
Knowledge base content was published more than 6 months ago Search for the latest policy comparison
The user explicitly asks about "latest" or "recent" related matters Search for the latest developments

When supplementing with search:

  1. Construct Query:华为云ICP备案 + [核心关键词] + 2026
  2. Call mcporter call 'exa.web_search_exa(query: "...", numResults: 3)'
  3. Append at the end of the answer the **网络补充**（仅供参考） section
  4. Must include a disclaimer

Parameter confirmation

This Skill is in pure Q&A mode, and no external parameters require user confirmation.

However, when performing retrieval, it will automatically infer based on the semantics of the user's question:

  • Filing type: Individual filing / Entity filing
  • Filing stage: First-time filing / Add website / Change filing / Cancel filing
  • Question category: Materials consultation / Process consultation / Rejection consultation / Authorization code consultation

If the user's question is vaguely worded, proactively ask for clarification.

  • Filing materials preparation (individual/entity)
  • Filing conditions, restrictions, and resource requirements
  • Common questions, rejection reasons, and handling methods
  • Authorization code usage rules and generation methods

Questions that should not be answered

Filing for other clouds (Alibaba Cloud, Tencent Cloud, AWS) "I am the Huawei Cloud ICP filing knowledge base here, and I am not very familiar with the situation of other cloud platforms. It is recommended to consult the official documentation of the corresponding platform."

Best practices

  1. Do not guess: If there is no clear answer in the knowledge base, honestly say "not included", do not fabricate
  2. Cite sources: Every key fact must cite the source document to enhance credibility
  3. Control length: Keep answers concise, do not copy the entire document, highlight the parts relevant to the question
  4. Consistent terminology: Use terminology consistent with the Huawei Cloud console (such as "filing authorization code" instead of "filing code")
  5. Update index: After the knowledge base content is updated, you need to rerun python build_index.py to update the index
