Policy briefing (for disclosure use)

User must explicitly name it (policy briefing / policy radar / examination policy update / /政策简报 / /patent-brief / /patent-exam-policy）。
By default only the briefing is produced, and the skill is not changed. "Skill evolution / /patent-evolve" uses the same retrieval set, but still produces the briefing first; only when the user again explicitly names changing the skill does it Read apply_after_confirm.md。

1. Read prompts/guardrails.md → intake.md
2. Read prompts/research.md(A/B tiered seeds + utility model/design/implementing regulations + incremental changes relative to last time)
3. Read prompts/emit_backlog.md → outputs/exam-policy/(including effective calendar, impact on disclosure drafting approach, impact on application document drafting approach; the evolution appendix is not executed by default)
4. Only whenthe user explicitly requests changing the disclosure skill → Read prompts/apply_after_confirm.md

Topic→File:references/topic_prompt_map.md(The disclosure form may enter E*; the application form is only explained in the briefing). Source seeds:references/sources.yaml(A can support the disclosure position; B and local pre-examination must not independently change the skill).
