First look for .wca-estado.json in the root.
If it exists and the build was left half-finished, do not restart. Go to the procedure for /seguir,
say which phase it was left in and wait for explicit confirmation before touching a single file. Running
this twice is the most likely thing to happen here, and restarting erases the work of whoever
is installing.
If it does not exist, read blueprint/00-mapa.md and follow the phases in the order it specifies. One file per
phase. Each one comes in four beats: Objective, Do this, You should see, If it fails. Do not move to
the next phase until what "You should see" says is met.
The versions and the model come from PINES.md, never from your memory.
