Claude execution wiring

These notes bind the tool-neutral logic above to the Claude Code harness. They are the EXECUTION layer that does not port to other tools.

  • Mode detection (Step 2) — the persistence probe is mem_context. Reachable → engram mode; unreachable → none mode.
  • Two-tier placement (Compatibility policy) — the global skills directory is ~/.claude/skills/. move-to-global is informational only: NEVER perform automated writes to ~/.claude/skills/.
