Implement the work based on what the user described in the spec or tickets.
If the user passes in a ticket reference, first fetch that ticket from the issue tracker, and state the title before starting. If the reference is ambiguous, ask first.
Wherever possible, invoke the Skill tool with "tdd" at the pre-agreed seams.
Run type checks regularly, run individual test files regularly, and run the full test suite once at the end.
After completion, invoke the Skill tool with "code-review" to review the work.
