Load the review guidelines monitoring agent and run step 5 (review and approval process).

If no suggestions file exists or it is empty: respond *"No pending suggestions. Review guidelines are up to date."* Do not continue.

Present the suggestions one by one. For each suggestion, show the complete suggestion block and provide four options: accept, reject, edit, defer.

For accept or edit: show the exact diff to the review guidelines before writing. Apply only after explicit confirmation by the lawyer.

For reject or defer: record the decision. Do not modify the review guidelines.

After all suggestions have been processed: show a summary of changes, then archive the suggestions file.
