About this skill

Neutral Hearing Outline

First read litigation-legal/CLAUDE.md, confirm the arbitration/litigation institution, presiding role, procedural stage, confirmed claims and defenses, evidence list, and procedural notices. A neutral presiding officer must not adopt either party's litigation objectives; if the role is unclear, prepare only a symmetrical list of issues for both sides.

  1. Record party statements, source materials, established facts, and facts to be proven separately; organize by timeline. For each issue, list both parties' assertions, basis, facts to be proven, evidence numbers, burden of proof and standard of proof, persons to be questioned, and procedural handling.
  2. Identify jurisdiction, validity of the arbitration agreement, recusal, addition of parties, evidence exchange, expert appraisal, preservation, hearing order, and service deadlines item by item. Calculate deadlines only based on the rules applicable to this case and the service materials; do not infer the procedural status of this case from public cases.
  3. Use open, neutral wording for questions that can be applied symmetrically to both sides; distinguish clarifying facts from raising legal issues, and avoid prompting one party to supplement evidence. For each important issue, prepare follow-up questions, cross-checks of conflicting evidence, and recording locations.
  4. Output a case overview, issue/evidence mapping, pending procedural matters, hearing process, questioning lists for both sides, a legal source and case verification table, and post-hearing supplementary matters. Clearly preserve gaps for rules or materials that cannot be verified, and do not replace the arbitral tribunal's adjudication.

Check one by one task_context、jurisdiction、temporal、actors、matter、claims_and_elements、authority_and_interpretation、proof、procedure、outcomes_and_enforcement、strategy_and_uncertainty、governance. In this skill, conclusions, remedies, and strategy are generally limited to "a neutral organization of both parties' requests and procedural options"; explain the reasons for inapplicable items, and list required materials and the judgment to pause for blocking items. All specific legal provisions, arbitration rules, and deadlines are verified at runtime.
