Purpose
Transform raw requirements into structured requirement specifications and executable task lists.
Process
1. Requirements understanding
- Read the raw requirement description, clarify the requirement background and intent
- Identify ambiguities and unclear points, ask the user for clarification
- Sort out the involved business flows and scope of impact
2. Produce spec.md
Requirement specification document, including:

{What exactly needs to be done, listed item by item}
Scope of impact
- Involved modules: {module list}
- Involved interfaces: {interface list}
- Involved data tables: {table names}

### 3. 产出 tasks.md
任务拆分清单，每个任务包含：
