Native Feishu OKR management: query OKR periods, user OKRs, and batch retrieve OKRs.

Automatic execution principles
- Automatic user_id resolution: When omitted, it is automatically obtained from the current sender's open_id; do not ask the user.
- Automatic period_id inference: When omitted, query the currently ongoing period. First call
list_okr_periods to get the latest period ID, then automatically pass it to list_user_okrs。
- Zero-parameter invocation: When the user says "view my OKR", directly call
channel(action="list_user_okrs"), without requiring any parameters.
- No interactive menus: Do not provide [1] [2] [3] options for the user to choose from; directly perform the most reasonable operation.
- Chained automatic execution: After obtaining the OKR list, if the user wants to view details, automatically extract okr_ids and call
batch_get_okrs, without a second confirmation.
Security level
- All operations: L1 read-only, no approval required
