Hard Gates (MUST)

1. preview-first: Skip preview and directly plan execute。
2. execute is only allowed with preview_id; Recomputing scope before execute or changing Milestone / ticket_reuse_strategy。
3. Milestone name = {product_name} {version_name}is prohibited (prohibited {version_name} - QA Execution）。
4. Ticket incremental orchestration: default ticket_reuse_strategy=AUTO(BE default); already-bound Ticket REUSE does not create a new Run; full rebuild requires explicit --ticket-reuse-strategy CREATE_ALL。
5. blocking gap → execute is hard-prohibited. See ux.md §Gaps。
6. User display：ux.md §Glossary；UUID/preview_id hidden by default; follow the user's primary language; Agent on its own AskUserQuestion。
7. Double confirmation gate: preview decision gate (Step 3) → execution submission gate (Step 5 --confirm）。
8. plan-rules set: only execute when SQA explicitly requests adjustment of R1–R7.
9. First Milestone gate：mapping-get returns has_mapping=false ,prohibitedSkip box M and directly plan preview（§Intent hit or §ConfirmState reuse excepted).
10. Non-first-time no prompt：has_mapping=true whenprohibitedpop up box M; directly AUTO preview. After box M or Intent confirmation and before execute,prohibitedchange milestone_strategy / milestone_id。
